2025 年 8 月，地方债发行量和净融资额环比、同比均减少。当月新增专项债和再融资债发行量环比均减少，特殊再融资债重启发行。1-8 月累计，新增专项债发行量占全年新增专项债限额的 74.2%，进度快于去年同期的 65.9%；用于置换隐债的再融资专项债发行进度超过 95.9%。

本框架以“低位盘整、量能确认、主题催化、同质去重、流动性落地”为主线，先 在近一个月内低位盘整的区间里寻找具备修复弹性，再用主题催化和成交量的边际放大来验证是否具备真实承接能力，随后在同一跟踪指数组内只保留具备交易优势的单只产品，并以既定的流动性阈值作为具体 ETF 的选择门槛。

传统基于事件驱动构建的择时策略较容易出现过拟合问题，且普遍存在稳健性较弱的问题，底层信号一旦衰减将明显影响整个策略的表现。因此本次报告提出了一种全自动化的择时策略生成框架，底层基于事件驱动思路生成信号。该框架可以在任意指标集的基础上挖掘出其中有效的信号，并构建对任意标的资产的择时信号。整个构建流程中尽量控制了数据挖掘的可能，采用滚动更新的机制避免过拟合情况发生；确保流程符合逻辑性、可解 释性等要求，能输出流程中所有的中间信息；框架也具有较好的泛化性，无需调整即可对不同标的进行测试，也因此计算速度较快；除了直接构建策略外，该择时框架也可以帮助我们初步探索未知的数据集，寻找其中具有择时价值的指标与事件。

截至 2025 年 8 月 31 日，我国公募 REITs 产品数量达 73 只，合计发行规模达 1908.52 亿元（不含扩募）。从底层资产类型来看，截至 2025 年 8 月 31 日，交通基础设施类发行规模最大，共发行 687.71 亿元，园区基础设施类 REITs 发行规模次之，为 318.35 亿元。根据上交所及深交所项目动态披露，截至 2025 年 8 月 31 日，共有 17 只 REITs 处于待上市状态，其中 12 只为首发 REITs，另外 5 只为待扩募 REITs。
