欧洲户储市场呈现快速增长。2021年欧洲户用储能新增装机规模为2045MWh，同比+73%，2015-2021年均复合增速超60%。根据高工储能，当前欧洲为户储最大市场，其中德国占据70%以上的新增储能市场。

储能下游应用场景主要可分为发电侧、输配侧、用户侧等，在发电侧主要起到匹配电力生产和消纳、减轻电网压力等作用，在输配侧主要作为扩容装置及后备装置来缓解线路阻塞、增加变电站稳定性，在用户侧则帮助用户实现削峰填谷或光伏自发自用等模式，降低电费支出。在能源清洁化转型过程中，储能系统可提升风、光发电可消纳性及经济性。

甘肃方案：火电50%以下调峰容量分档补偿，用户参与费用分摊。本 周甘肃能源监管办发布《甘肃省电力辅助服务市场运营暂行规则（征求 意见稿）》，明确调峰容量电价政策以补偿火电机组灵活性改造成本和 电网侧储能的投资建设成本；对火电机组50%以下调峰容量，按机组 额定容量10%~5%分为9 档纳入补偿，电网侧独立储能补偿标准上限 为300 元/MW·日。上述补偿费用分摊原则由未参与调峰的火电、新能 源电场、水电厂、市场化电力用户分摊。
