截至 2025 年 8 月 31 日，我国公募 REITs 产品数量达 73 只，合计发行规模达 1908.52 亿元（不含扩募）。从底层资产类型来看，截至 2025 年 8 月 31 日，交通基础设施类发行规模最大，共发行 687.71 亿元，园区基础设施类 REITs 发行规模次之，为 318.35 亿元。根据上交所及深交所项目动态披露，截至 2025 年 8 月 31 日，共有 17 只 REITs 处于待上市状态，其中 12 只为首发 REITs，另外 5 只为待扩募 REITs。

本周鲍威尔在杰克逊霍尔央行年会上表态超预期转鸽，美国资产价格演绎降息交易，美元走弱，10 年期美债利率回落，美股反弹。我们认为 9 月美联储可能开启降息，但是预防式基调和通胀影响下，速度不会太快，预计年内最多降息 2 次。欧央行方面，通胀已不再是关注焦点，9 月或按兵不动。

景气度角度，电子、家用电器、非银金融、机械设备、有色金属、计算机、食品饮料、国防军工、通信、传媒和农林牧渔景气度向好。预期与估值角度， 中报披露后，农林牧渔、非银金融、通信、传媒、银行和环保预期上修且估值变动低于均值。库存周期角度，多数行业主动补库存，农林牧渔、家用电 器、医药生物、公用事业、建筑装饰、通信和环保进入被动去库存阶段。出口链角度，电子、家用电器、汽车和机械设备境外占比高同时收入增速居前。

土地补贴和财税补贴是地方政府间横向竞争的工具。我们尝试量化产业政策中土地和财税补贴的规模，并识别哪些地区和行业的税负率更低。土地补贴方面，按照价差计算，2017-2024 年 70 城工业部门获得的土地补贴年均 1.45 万亿，占全国 GDP 的 1.3%左右；财税补贴方面，按照与法定税率的差距来算，2023 年制造业的企业所得税税收优惠约 7300 亿，占 GDP 的 0.56%。结合地区和行业来看，汽车制造业、电气机械、电子设备等行业在中西部省份存在利润率和税负率双低的情况，具体见 2.2.4。近年来，面临房地产市场承压、“反内卷”规范地方政府补贴、消费税改革等三大变革，传统的横向竞争模式正在迎来转变，地方政府将从“逐底竞争”转向“逐顶竞争”。
