2015 年，国家石油公司持续增加油气产量以维持或扩大国际市场份额。2014 年下半年以来，国际油价大幅下降，国家石油公司(NOC)经营业绩受到了一定的冲击。 2015 年，NOC 仍坚持增加石油产量以维持或扩大国际市场份额，油气生产基本保持稳定，但收入急剧下降，利润降幅更甚。面对严峻的形势， NOC 普遍采取缩减投资规模、剥离低收益资产、推迟部分项目投资、加强合作等措施应对。但与国际大石油公司和独立石油公司最显著的不同是， NOC 鲜少有裁员安排，主要是通过降低薪资来压缩人工成本。此外，从投资项目结构调整可见， NOC 以开发油气资源为基础构建上下游一体化的发展战略并没有因为低油价而发生实质性改变。

低油价下，美国页岩油和欧佩克国家等产油大国的常规原油供给分别受到生产成本和财政压力日益突出的影响，中长期供应量将有所下降；原油需求缺乏替代，且全球经济未来进一步大幅下滑的空间较小，全球原油需求将保持稳定甚至小幅回升。因此，当前的国际原油价格难以持续，或将出现趋势性的触底回升。建议中国开展相关的前瞻性战略研究，支撑国家和企业应对国际油价触底回升的合理布局；石油企业通过落实选区评价、建立勘探风险基金、以混合所有制方式实施海外并购、加强技术创新和利用金融工具避险等措施，积极应对未来国际油价的触底回升。
