“用地难”制约乡村产业发展,是乡村振兴战略实施中的突出卡点。广西陆川县按照“全域挖潜、激活闲置、因地施用、集腋成裘”的办法盘活存量建设用地,为乡村产业发展提供了充分用地支撑。陆川“用地难”问题的解决推动了乡村产业发展,提高了土地资源利用效率,壮大了集体经济,而且,通过承接发达地区产业转移、加工制造业在乡村布局,农民工得以在家门口就业,便利程度和福利水平大幅度提高。从陆川县的实践中可以总结出四条经验:一是要发扬“绣花精神”;二是要坚持用地思维而非卖地思维;三是要根据产业需求进行用地布局;四是要兼顾到各方利益。我国县域乡村存量建设用地盘活利用普遍存在广阔空间,建议推广陆川县的经验,并进一步消除现存政策障碍,加快乡村存量建设用地盘活进度。

我国养殖业正在发生着重大转变,大量中小散养殖户退出,养殖业集中度持续提升,养殖业正在从传统产业发展成为技术与资本密集型产业,“工业化养殖”兴起。集中度提升和“工业化养殖”有助于集约化、标准化、智能化养殖,有助于降低生产成本、提高养殖效率、快速提升养殖产能,有助于抵御市场风险与疫病风险,有助于集中处理规模化粪污难题,但养殖与供应集中于大型企业或将带来区域性垄断。养殖业发展应主动顺应集中度提升与“工业化养殖”的重大转变,树立工业化生产与管理理念,增强养殖业供求对接的计划性与管理性,发展乡村种养结合的生态养殖,针对性培育中小规模专业养殖户,对中小规模养殖户制定差异化包容性环保政策,制定区域性肉类供应反垄断预案。

猪周期是指猪价在每3-4 年的时间内会完成一轮涨跌的过程,其波动原理基于经济学中的蛛网模型,但又因生猪从入栏到出栏需满足一个相对固定的成长周期,因此猪周期的直径被拉得比较长。一个更加简单的规律是:能繁母猪的补栏量决定了未来生猪的出栏情况,进而影响了市场猪肉价格,然而,因养殖技术的提升,这个时间差从1 年缩短到7 个月前后。

The constant development in the agricultural industry led to the need for a standardized communication system for various agricultural equipment. Agricultural equipment standardization first began in Germany in 1988 under the control of Verband Deutscher Maschinen- und Anlagenbau e.V. (VDMA), which resulted in a national standard DIN9684. The development toward agricultural standardization led to the creation of an international ISO-based standard, ISO 11783. Due to constant developments, the tractors, as well as other agricultural equipment, have become more complex. Inter-equipment communication, especially at the equipment level, has been taken into consideration while establishing the ISOBUS standard. Also, the increased emphasis on precision farming and autonomous harvesting devices needs a standardized network to deploy its benefits. Primarily, ISO 11783 or ISOBUS standard aims at simplifying communication between various agricultural equipment. The standard covers all aspects of a networked system, such as controlling equipment, power management, physical layer, and tractors. To ensure the compatibility among various agricultural equipment through ISOBUS standard, an independent conformance test procedure is defined along with implementation levels.
