4 月 23 日 财政部、工信部、科技部和发改委四部委公布了《关于完善新能源汽车推广应用财政补贴政策的通知》，通知 从 4 月 23 日起开始实施，设置 3 个月的过渡期，过渡期内对符合 2019 年补贴技术要求但不符合 2020 年技术指标要求 的销售上牌车辆按 2019 年标准的 0.5 倍补贴，符合 2020 年技术指标的按 2020 年标准补贴，2019 年 6 月 26 日至 2020 年 4 月 22 日推广的燃料电池汽车按照财建〔2019〕138 号规定的过渡期补贴标准执行。

大众汽车集团高管对外表示，公司可能无法实现中国汽车市场2020年油耗目标，因而或需要从其他汽 车制造商那里购买排放积分。大众汽车方面表示，尽管公司预计2020年插电式混动汽车销量会增长一倍以 上，但仍然无法满足需求。此前，大众汽车中国计划今年在中国销售超过40万辆新能源汽车。而据电车汇 统计，今年1-3月，大众汽车在中国累计销售新能源汽车6100辆，其中上汽大众的帕萨特插混版就为大众 带来了超过一半的销量。不过，大众中国区总裁冯思翰近日接受媒体采访时称，目前公司还在对销量目标 等进行微调，想要弄清今年是能够依靠自己独立完成油耗目标，还是需要在合作伙伴的帮助下才能完成。

Woven fabrics often consist of nylon, polyester, wool, or polypropylene, which have excellent performance characteristics. These materials are resistant to ultraviolet radiation and have reduced flammability, making them ideal for extreme environments sometimes found within vehicle interiors.

The market studied is primarily dependent on the demand from the armed forces, law enforcement agencies (police), and potential private owners. Due to the ever-increasing need for national and regional security, countries, such as India, the United Kingdom, France, and the United States are anticipated to be the primary centers in the market studied. Growing military expenditure of these countries is expected to help in this regard, by giving freedom to the militaries for spending huge amounts for the procurement of these vehicles, in order to satisfy the increasing demand. Countries with vast land-based borders are emerging as lucrative markets for armored vehicles. The procurement of land-based vehicles has been increasing, particularly in Asia-Pacific and Europe, due to the growing political tensions between the neighboring countries and increasing hostile activities in the regions. In addition, these factors are increasing the need for incorporating the latest technologies into the land vehicles. This, in turn, is a major driver for upgrade and retrofit activities.

轮胎核心成本是橡胶，价格波动影响盈利能力。轮胎可以分为子午轮胎和斜交轮胎，2019 年中国轮胎产量6.52 亿条，同比+0.61%，其中子午线轮胎6.16 亿条，同比+1.1%，子午化率达94%。根据玲珑轮胎2019年报，其成本结构中，原材料占比78%，人工占比7%，折旧7%，能源7%。原材料中，天然橡胶、合成橡胶占比较大，2015 年占生产成本比重为30%。
