    Thank you for the opportunity to discuss our work on the F-35 Lightning II, also known as the Joint Strike Fighter (JSF). With estimated acquisition costs approaching $400 billion, the F-35 is the Department of Defense s (DOD) most costly and ambitious acquisition program. The program is developing and fielding a family of next generation fighter aircraft, incorporating low observable (stealth) technologies as well as advanced sensors and computer networking capabilities for the United States Air Force, Navy, and Marine Corps as well as eight international partners.1 As we have reported in the past, DOD began the F-35 acquisition program in October 2001 without adequate knowledge about the aircraft s critical technologies or its design. The F-35 family is comprised of three aircraft variants: (1) a conventional takeoff and landing (CTOL) variant, (2) a short takeoff and vertical landing (STOVL) variant, and (3) a carrier-suitable variant (CV). The F-35 is integral to U.S. and partner plans to replace existing fighter aircraft and support future combat operations. According to current plans, the U.S. portion of the program will require annual acquisition funding of more than $12 billion on average through 2037 to complete development and procure a total of 2,457 aircraft. In addition, the F-35 fleet is estimated to cost around $1 trillion to operate and support over its lifetime. In a time of austere federal budgets, cost projections of this magnitude pose significant fiscal challenges.

    In recent years, nearly half of all annual apprehensions of illegal entrants along the southwest border have occurred along the Arizona border. Under the Secure Border Initiative Network (SBI net ), CBP deployed surveillance systems along 53 of the 387 miles of the Arizona border with Mexico. After DHS canceled further SBI net procurements, CBP developed the Plan, which includes a mix of radars, sensors, and cameras to help provide security for the remainder of Arizona's border. GAO was asked to review the status of DHS's efforts to implement the Plan. This report addresses the extent to which CBP (1) developed schedules and Life-cycle Cost Estimates for the Plan in accordance with best practices, (2) followed aspects of DHS's acquisition management guidance in managing the Plan's programs, and (3) identified mission benefits and developed performance metrics for surveillance technologies to be deployed under the Plan. GAO reviewed schedule, cost, and acquisition documents and analyzed fiscal year 2010 through June 2013 data on apprehensions and seizures.

    In this work, I present a method to design a predictive controller for handling Plug-and-Play (P&P) requests of Electric Vehicles (EVs) in a power distribution system. The proposed method uses a two-stage hierarchical control scheme based on the ideas of Model Predictive Control (MPC) tracking for periodic references to ensure that bus voltages track the closest possible (reachable) periodic reference to the nominal voltage while minimizing the required generation control and guaranteeing satisfaction of system constraints at all times.

    As transistor dimensions are scaled down in accordance with Moore’s Law to provide for improved performance and cost per function, variability in transistor performance grows in significance and can present a major challenge for achieving high yield in the manufacture of integrated circuits utilizing transistors with sub-30 nm gate lengths. Increased variability in the threshold voltage (VT) of a transistor ultimately limits the minimum operating voltage for six transistor (6T) static memory (SRAM) cells, hinders aggressive scaling of cell area, and causes performance degradation in analog circuits. Better understanding and accurate assessment of device variation are needed in order to minimize yield loss and design margin.

    Recently, systems operating in the millimeter-wave frequency bands are demonstrated and realized for many applications. A W-band phase-locked loop (PLL) is designed for a 94GHz medical imaging system. Four popular frequency synthesizer architectures are discussed and compared. The PLL using a fundamental voltage-controlled oscillator (VCO) is chosen for the synthesizer architecture and realized in 0.13m SiGe BiCMOS process.

    MEMS gyroscopes for consumer devices, such as smartphones and tablets, suff er from high power consumption and drift which precludes their use in inertial navigation applications. Conventional MEMS gyroscopes detect Coriolis force through measurement of very small displacements on a sense axis, which requires low-noise, and consequently high-power, electronics. The sensitivity of the gyroscope is improved through mode-matching, but this introduces many other problems, such as low bandwidth and unreliable scale factor. Additionally, the conventional Coriolis force detection method is very sensitive to asymmetries in the mechanical transducer because the rate signal is derived from only the sense axis. Parasitic coupling between the drive and sense axis introduces unwanted bias errors which could be rejected by a perfectly symmetric readout scheme.

    Di ffusively coupled networks, in which diff erent components of a network adjust their behavior according to the local sum of di fferences between their own and neighbors' states, are a ubiquitous class of spatially-distributed models appearing in engineered and biological systems, and produce surprisingly rich dynamics. In this dissertation, we develop analysis methods and distributed algorithms that exploit the local structure of the network as well as individual component dynamics in order to guarantee the desirable operation of the aggregate network system in the absence of centralized coordination.

    Optical 3D imagers for gesture recognition, such as Microsoft Kinect, su er from large size and high power consumption. Their performance depends on ambient illu- mination and they generally cannot operate in sunlight. These factors have prevented widespread adoption of gesture interfaces in energy- and volume-limited environments such as tablets and smartphones. Gesture recognition using sound is an attractive candidate to overcome these difficulties because of the potential for chip-scale solution size, low power consumption, and ambient light insensitivity.

    Recursion continues to play an important role in high-performance computing. However, parallelizing recursive algorithms while achieving high performance is nontrivial and can result in complex, hard to maintain code. In particular, assigning processors to subproblems is complicated by recent observations that communication costs often dominate computation costs. Previous work [1]–[3] demonstrates that carefully choosing which divide-and-conquer steps to execute in parallel (breadth-first steps) and which to execute sequentially (depth-first steps) can result in significant performance gains over na?ve scheduling.
