2019 年3 季度，电力行业新出台的政策主要涉及电力市场化交易、新能源发电、煤电及电力系统安全四个方面。具体来看：一是电力市场化交易机制持续健全。电力现货市场建设试点工作意见出台，电力中长期交易监管加强。二是新能源发电政策陆续出台。2019 年光伏发电项目国家补贴竞价结果公布，核电厂运行性能指标体系进一步完善，《海上风力发电场设计标准》正式出版发行。三是煤电行业淘汰落后产能目标任务下达，2019 年河北、山西、山东、内蒙古、辽宁等18 个省份及地区的煤电落后产能淘汰计划容量合计866.4 万千瓦。四是《关于电力系统防范应对台风灾害的指导意见》出台，电力系统防范应对台风灾害工作进一步加强。

我们认为电力作为重要的能源产品，此前在标杆电价体系下无法通过市场手段实现价格发现，平均价格长期处于被压制状态。未来随着市场化机制的逐步完善，电力的商品属性或将不断体现，电价将由供需关系和燃料成本共同决定。

天然气消费量持续增长，对外依存度或进一步提高。2000 年以来，我国天然气消费量持续增长，2010 年以来CAGR 约为6.8%，其中工业燃气和发电用气需求增长迅速。2007 年开始，我国天然气消费量超过国产气供应量，天然气进口量开始逐渐上升，天然气对外依存度持续攀升，2019 年10 月达到42.47%。在能源结构调整的推进下，我国天然气需求仍有较大提升空间，若供给未能出现大幅增长，则我国天然气消费的对外依存度或进一步提高。
