政策支持行业发展，轨交装备迎来新机遇。轨道交通是指运营车辆需要在特定轨道上行驶的一类交通工具或运输系统，通常我们 把这类交通方式简称“轨交”。国家高度重视轨道交通产业的发展，并出台了一系列的政策支持，为轨道交通企业的发展提供了 强有力的政策保障。在“十二五”规划中，城市轨道交通的发展重点在制定技术路线及交通网络建设方面；在“十三五”规划和 “十四五”规划中，国家分别提出要加快和有序推进城市轨道交通的发展。随着交通强国战略的深入实施、智慧城市的快速建设 以及“双碳”目标的积极推进，轨道交通装备行业正迎来前所未有的发展机遇。

2024 年或已进入新一轮轨交周期。轨道交通设备是铁路和城市轨道交通运输所需各类装备的总称，主要涵盖了机车车辆、工程及养路机械、安全保障、通信信号、牵引供电、运营管理等各种机电装备。轨交大致分为大铁路市场和城市轨道交通市场，近二十年，我国经历了多轮典型的轨交周期，比如：2008- 2010 年主要由投资拉动，基建相关更为受益；2013-2015 年主要侧重设备交付，叠加进口替代，车辆及零部件弹性大。2023 年以来，“客流向好+维保周期+设 备更新”等因素叠加，轨交设备行业或正进入新一轮周期。

2024 年 7 月 25 日国家发展改革委和财政部印发了《关于加力支持大 规模设备更新和消费品以旧换新的若干措施》，并统筹安排 3000 亿元 左右超长期特别国债资金用于支持。《若干措施》系对此前文件的落实，其中设备更新涉及 6 条措施，提及要支持范围扩大到能源电力、老旧 电梯等领域设备更新以及重点行业节能降碳和安全改造，并新增或者 提高了船舶、货车、农业机械、新能源公交车及动力电池 4 个行业的 老旧设备报废更新补贴。我们认为，应重视该项政策对所提及的行业需 求的直接拉动作用。
