近日，山东、河南签署黄河流域跨省横向生态保护补偿协议，实施范围为黄河干流豫鲁段，补偿规模最高1 亿元。协议要求，1）完善水污染防治责任链条。若刘庄国控断面水质全年均值达Ⅲ类标准，两省互不补偿；在Ⅲ类基础上每改善一个类别，山东给予河南6000 万元；在Ⅲ类基础上每恶化一个类别，河南给予山东6000 万元。2）建立生态补偿激励机制。刘庄国控断面年度关键污染物指数每同降1pct，山东给予河南100 万元；每同升1pct，河南给予山东100 万元，补偿上限4000 万元。3）明确补偿资金清算程序。每年4 月底前确认补偿额度，6 月底前完成上年清算。补偿协议实施期限为2021~2022 年。该协议利于鲁豫两省拓展生态领域合作，健全完善“责任共担、环境共治、效益共享”的横向生态补偿机制。
