本轮猪周期长于预期，下半年猪价有望迎来阶段性反弹。受猪价下 跌及玉米价格上涨影响，猪料比上半年不断下滑，生猪养殖利润受 到挤压。目前猪料比低于猪料比价平衡点，生猪养殖行业整体略有 亏损。9 月生猪消费将重新进入旺季，在开学以及国庆、中秋两节需 求拉动下，猪价将出现季节性反弹。反弹后，猪价将继续下行，但 考虑到目前我国生猪、能繁母猪存栏量仍然处于历史低位，预计下 半年猪价下行幅度有限。2017 年全年生猪均价预计在 15 元/公斤左 右下半年，预计下半年我国规模养殖场有望继续保持盈利，而养殖 散户存在亏损的风险。预计 10、11 月猪价回调时散养户可能会延缓 出栏，平缓猪价回调的幅度，但压栏猪的集中出栏可能会给春节前 猪价的上涨造成一定压力。 

周五全国生猪价格 13.96 元/公斤，较上周上涨 0.65%，同比跌 33.33%； 猪肉价格 21.9 元/公斤，较上周上涨 1.86%，同比下跌 29.63%；猪粮比 7.63，较上周下跌 0.39%，同比跌 19.43%；自繁自养头均盈利 315.94 元/头；全国仔猪价格 38.04 元/公斤，较上周上涨 0.40%，同比跌 42.72%； 二元母猪价格 1878.64 元/头，较上周下跌 0.85%，同比跌 11.66%。周 六山东烟台鸡苗价格 0.80-1.30 元/羽，较上周下跌 0.60 元/羽；山东烟台 肉毛鸡价格 3.25-3.35 元/斤，较上周下跌 0.06 元/斤。2017 年第 26 周 （6.26-7.02）父母代鸡苗价格 7.16 元/套，维持低位。

当前，我国畜牧业每年产生畜禽粪污约 38 亿吨，且仍有 40%未有效处理和利用，已成为农村环境治理的一大难题。为遏制畜禽养殖污染，国办近日印发了《关于加快推进畜禽养殖废弃物资源化利用的意见》。《意见》提出，我国到 2020年要建立科学规范、权责清晰、约束有力的畜禽养殖废弃物资源化利用制度，构建种养循环发展机制，全国畜禽粪污综合利用率达到 75%以上，规模养殖场粪污处理设施装备配套率达到 95%以上、大规模养殖场提前一年达到 100%，其中畜牧大县、国家现代农业示范区、农业可持续发展试验示范区和现代农业产业园需率先实现上述目标。

国土资源部近日召开农村土地制度改革三项试点督察动员培训会，宣布全面启动农村土地制度改革三项试点的督察工作。国土部相关司局、各督察局及中央改革办、中央财办、中央农办等相关部门将组成 15 个督察组，赴 33 个试点地区进行实地督察。
