本文重点分析了中国市场取向的制度变迁对二元经济转型的影响，以及二元经济转型对经济增长、收入分配及农村减贫的作用。本文指出，中国的制度变迁是一个非均衡的变革过程，但是从总的趋势来讲，这种非均衡的制度变迁却是一个由计划经济体制向市场经济体制转轨的过程；中国市场取向的经济体制改革为农业劳动力的非农转移和城乡资源的合理配置创造了制度条件，促进了中国的二元经济转型，并由此带来了经济的高速增长和收入分配的倒U形演变，以及令世人瞩目的减贫效应。

中国城乡二元就业与社会保障制度和城乡二元资源配置体制的改革滞后于城乡市场主体的形成，一是导致了农业劳动力非农转移的特殊路径；二是导致了社会资源不断地从农村流入城市非农产业。在上述两方面因素的影响下，农业就业结构的转换滞后于产值结构的转换，进而影响了中国二元经济转型进程，使得中国二元经济转型进程滞后于工业化发展。从二元对比系数来看，中国二元结构强度不仅高于发达国家平均水平，也高于与中国发展程度大致相同的发展中国家水平。

本报告依据“金蜜蜂中国企业社会责任报告评估体系2021”，对收集到的82家由国务院国资委监管的中央企业2021年发布的社会责任报告进行评估和分析，并提出针对性建议。研究发现，中央企业报告质量明显优于总体水平，利益相关方管理指标覆盖率有所下降，具有参考社会责任报告主流规则、加强回应资本市场社会责任信息披露要求、系统回顾“十三五”履责进程、积极回应时代热点等阶段性特征。

依据“金蜜蜂中国企业社会责任报告评估体系 2021”，本报告对收集到的22份由深圳市属国有企业发布的2020年度社会责任报告进行评估与分析，通过横向与全国报告平均水平进行对比，纵向与2019年度报告对比，总结并提炼出深圳市属国有企业社会责任报告的最新阶段性特征，并就报告的表现情况，提出针对性的编制建议。研究发现，深圳市属国有企业2020年度社会责任报告的质量水平总体较高，报告在完整性、可信性、可读性、绩效可比性、创新性和实质性六大方面的表现均优于全国平均水平。未来，深圳市属国有企业需进一步提升报告整体质量和水平，注重参考主流报告编制指南规范，加大责任绩效的披露力度，并对“节能减排”“责任供应链”“公平竞争”等逐渐被社会广泛关注的议题进行更加系统、全面的信息披露，以回应利益相关方关切，持续提升报告质量。
