This brochure provides an overview of the challenges and successes of Boston,  MA, a 2007 Solar America City awardee, on the path toward becoming a  solar-powered community. Accomplishments, case studies, key lessons learned, and  local resource information are given. The City of Boston and its Solar America  Cities program, Solar Boston, are helping to debunk the myth that solar energy  is only feasible in the southern latitudes. Boston has some of the highest  energy prices in the country and will likely be one of the first locations where  solar power achieves grid parity with conventional energy technologies. Solar Boston is facilitating the rapid development of solar energy projects and  infrastructure in the short-term, and is preparing for the rapid market growth  that is expected with the imminent arrival of grid parity over the long-term.  Solar Boston developed the strategy for achieving Mayor Menino's goal of  installing 25 MW of solar energy throughout Boston by 2015. Through Solar  Boston, the city has developed a strategy for the installation of solar technology throughout Boston, including mapping feasible locations, preparing a permitting guide, and planning the citywide bulk purchase, financing, and installation of solar technology. The city has also worked with local organizations to maximize Boston's participation in state incentive programs and innovative financing initiatives.

The US is the largest economy in the world and is one of the world's largest markets for safety andsecurity solutions. The US has already invested billions of dollars in security solutions to upgradeand improve the safety and security of the country. Some of the major concerns in the US areterrorism, criminal cross-border activities, and internal security coordination. The major concernareas for high-level security are cities, industrial installations, utility plants, financial institutions,and transportation. The increasing number of terrorist attacks and the growing need forinformation security are some of the major reasons for the increasing safety and securityexpenditure in the country.

国务院发文促养老服务业加快发展——点评：养老问题关系国计民生和国家的长治久安，国务院此次发文力推养老产业发展，一方面是应对人口老龄化、满足老年人多元化多层次的养老服务需求，另一方面也是政府发展服务业、拉动消费、扩大就业的重要手段，可谓一举多得。《意见》比之过往国家对养老产业的扶持更进一步，提出从投融资、用地、人才、运营等多方面政策支持，后续进一步的细化政策有望逐步落地。此外，助推养老服务业不仅将直接带动养老产业的快速发展，并且由于养老产业链较长，发展养老服务业可向医疗、康复、健身、文娱、旅游等一系列领域延伸，在提升老年人生活质量的同时，形成新的消费需求并不断扩大，从而助力中国经济形成消费拉动的增长新模式。

回顾我国新农合大病保障制度的发展过程，分析政策执行现状和运行效果，为完善政策提供参考。方法：利用政策分析方法，分析新农合大病医疗保障政策的形成背景、执行与效果，其中定量资料用描述性统计方法进行分析。结果：自2010年政策启动，新农合大病保障的病种及试点范围稳步扩大，2012年全国大病保障有99.6万名患者受益，受益率为12.45人次/10万参合人口，东部地区受益率高于中部和西部地区；全国20种大病实际补偿比达65.39%，儿童两病等4类大病的实际补偿比超过70%，中部地区补偿水平略高于东部和西部地区。结论：新农合重大疾病保障政策推进良好，基本实现政策目标，但区域间保障待遇存在差异，保障受益面有待进一步提高，可持续发展也面临挑战。建议：多种方式提高新农合大病保障水平，处理好新农合大病与一般疾病保障的关系，促进保障工作的可持续发展，加强对政策实施的监督与评价。

发展公租房以保障低收入公民住房权，既是全体公民住房权得到维护的“托底”工程，也是促进社会稳定从而实现社会和谐的重要条件。但是，自住房市场化改革全面展开以来，商品房“单兵突进”和畸高的房价，导致难以获得基本居住条件的低收入公民数量不断攀升，住房权保障面临严峻挑战，且这种局面尚未得到彻底扭转。鉴于此，中国政府在2011年采取了一系列大力发展公租房的重大决策与行动，有力地促进了低收入公民“房困”的破解，从而较充分地保障了该类群体的住房权。
