Achieving efficiency improvements and providing demand-response programs have been identified as key elements of our national energy initiative. The residential market is the largest, yet most difficult, segment to engage in efforts to meet these objectives. This project developed Energy Management System that engages the consumer and enables Smart Grid services, applications, and business processes to address this need. Our innovative solution provides smart controller providing dynamic optimization of energy consumption for the residential energy consumer. Our solution extends the technical platform to include a cloud based Internet of Things (IoT) aggregation of data sensors and actuators the go beyond energy management and extend to life style services provided through compelling mobile and console based user experiences.

This chapter aims to broaden the bridge that covers the gap between the biomedical science community and engineers, by encouraging the developers and the users of biomedical equipment to apply at a large scale and to promote the Field-Programmable Gate Array technology. One provides a brief recall of this technology and of its key advantages: high electrical performances (great complexity, high speed, low energy consumption, etc.), extremely short time-to-market, high reliability even in field conditions, flexibility, portability, standardization, etc. A tutorial description of the FPGA development methodology is also provided. Some of the most successful FPGA applications in this field are mentioned: medical imaging, minimally-invasive surgery platforms, radio-frequency identification, etc.

2924.基于LEACH协议的能源平衡聚类算法

The primary objectives of the wireless sensor network routing protocol design are balancing network energy consumption and extending the entire network lifetime.This paper analyses the effectiveness of LEACH protocol in cluster-head selection,and proposes an improved clustering algorithm.This new algorithm takes node's residual energy and location information into account,optimizes the selection method of the threshold for electing cluster-head,improves optimal cluster-head selection strategy that is normal nodes select the optimal cluster-head based on the cost function.Simulation results show that the improved protocol is better than LEACH in balancing node energy consumption,improving the efficiency of data transmission and prolonging the network life.

2925.十字路口的智能传感器车辆检测器现场评价:卷1—正常天气条件

Microwave-based vehicle detection products from two manufacturers were selected for field testing and evaluation: Wavetronix and Intersector. The two systems were installed by the manufacturer/distributor at a signalized intersection. Initial evaluation was performed and the results were shared with the companies. They were given an opportunity to change or fine-tune the systems setup, if they wanted, resulting in a modified setup. Results are presented in this report in terms four types of errors (false, missed, stuck-on, and dropped calls). At the stop bar, at least 94of detections for Wavetronix and 96for Intersector were correct. At stop bar zones, the overall occurrence of false calls for Wavetronix ranged from 0.56to 1.62. Missed calls were low for Zones 1 and 2 (0.13and 0.43) but significantly higher in Zone 3 (6.05). Also, stuck-on calls were only observed in Zone 3 (0.58), and a few dropped calls were found almost exclusively in Zone 3 (0.16). For Intersector, false calls ranged from 1.4to 3.56and missed calls ranged between 0.05and 0.27. Stuckon calls ranged from 0.92for 2.83and dropped calls were very low (0and 0.19). At the advance zones, at east 91of detections for Wavetronix and 99for Intersector were correct. For the advance zone, a direct comparison of the two systems was not performed because Wavetronix covered all three lanes combined, but Intersector had one zone covering only the center lane. Wavetronix did not have any stuck-on or dropped calls, missed calls were 1.07, and false calls were 8.29for the summer and fall datasets combined. Intersector had no dropped calls, 0.04stuck-on calls (only one call), 0.8missed calls, and 0.7false calls. Additional testing is under way to evaluate the performance of the two systems under inclement weather conditions.

Previous Office of Inspector General (OIG) reviews found that Durable Medical Equipment (DME) Medicare Administrative Contractors (MACs) did not ensure that lower limb prosthetic claims met the coverage requirements in local coverage determinations (LCDs). LCDs are decisions by DME MACs on whether to cover a particular service in accordance with section 1862(a)(1)(A) of the Social Security Act (the Act) and are published to provide guidance to the public and the medical community. In response to one of OIGs reviews, on March 5, 2012, the Centers for Medicare & Medicaid Services (CMS) issued a Technical Direction Letter (TDL) directing the DME MACs to develop claim-processing edits for all requirements in LCDs for lower limb prostheses. Noridian Healthcare Solutions, LLC (Noridian), is one of the DME MACs. This review is part of a series of reviews to determine the compliance of DME MACs with LCD requirements for lower limb prostheses. The objective of this review was to determine whether Noridian processed and paid claims for lower limb prostheses according to LCD requirements for the period January 1, 2010, through December 31, 2011.

Patient education plays an important role in the delivery of dental care. Current evidence suggests that the emergence of the Internet and other electronic resources are significantly influencing how patients learn about their healthcare. We conducted a qualitative inquiry using a combination of interviews with patients and clinicians, and direct observation of patient education episodes, to begin identifying requirements for customized, patient-centered approaches to education at the point of care. Most patients in our study felt comfortable with the amount and method of education during the dental visit, but 38sought additional information on the Internet. Dentists and their team members provided patient education mostly verbally, supported by media such as radiographs, images and models. Electronic means, especially the Internet, were little used. Patient education occupied a significant portion of the time of initial comprehensive examination (29) and routine (7) dental visits. A deeper understanding of patient knowledge deficits and information needs will be needed to design effective educational interventions. Patient education should be meaningfully integrated into the workflow shared by dentists, their team members and patients, in order to maximize its outcomes.

2928.应用于两区域互联电力系统的基于优化控制器的粒子群智能

This paper presents the optimal performance of Load Frequency control (LFC) in interconnected two-area power systems. Proportional-Integral (PI) controllers are commonly used for LFC systems in power industry. But the dynamic behaviors in the presence of variations in load changes with different operating conditions are needed to be improved. This paper proposes Particle Swarm Optimization (PSO) based Load Frequency Control for improving the dynamic performance of the system. A two area interconnected power system, having different generating units is considered to be equipped with Proportional Integral and Derivative (PID) controller. PSO algorithm is implemented to search the optimal controller parameters by minimizing the time domain objective function. The performance of the proposed PID controller has been evaluated by the performance of the conventional controller and the controller tuned by Genetic algorithm (GA) in order to demonstrate the superior efficiency of the proposed PSO algorithm. Simulation results proved that the proposed algorithm is moderately fast algorithm and yields true optimal gains with minimum overshoot, minimum undershoot, minimum rise time and minimum settling time for any power system. Furthermore, the dynamic behavior of the proposed controller under variations of system parameters and load changes are better than that of conventional and GA controllers.

2929.水体中油检测:传感器设计

This report summarizes the results of Phase I (Design Concept) of an RDC effort to develop a readily deployable system for the in-situ detection, identification, and characterization of submerged oil in the water column. The first phase of the project involves development and testing of three technological approaches to the detection problem. A system developed by NORBIT US Ltd. addresses the detection of hydrocarbons using the backscatter from acoustic signals from a Wide Band Multi-Beam Sonar (WBMS). A system developed by WET Labs, named the Fluorescent IN-situ Detection System for OIL (FINDS OIL), uses flow-through fluorometric measurements and fluorescent backscatter to identify and characterize petroleum hydrocarbons encountered by the instrument. A third system, also by Wet Labs, named Wide-angle-scattering Inversion to Detect Oil in Water (WINDOW), uses the scattering and refraction of light to determine the mass and volume concentration, droplet size and density of the entrained oil. The systems are described in terms of the basic technology, ability to detect and characterize oil, areal coverage, ease of data processing and display, ruggedness and deployability, as well as the challenges involved in preparing the system for Prototype Development and Testing. This report will be used to make a decision on whether to move forward with prototype development for each system.

The VA Office of Inspector General Office of Healthcare Inspections conducted a review at the request of Congressman Jo Bonner to assess allegations concerning a patient's quality of care as well as address problems with services at the VA Gulf Coast Veterans Health Care System (facility), in Biloxi, MS. The complainant alleged that: (1) Emergency department (ED) physicians did not perform a complete medical evaluation during three of four visits. (2) A Mobile Community Based Outpatient Clinic (Mobile CBOC) primary care provider (PCP) did not assess the patient's chronic back pain. (3) A Mobile CBOC PCP did not return family members' telephone calls. (4) Telephone service at the Mobile CBOC was problematic. (5) Durable medical equipment (DME) was not delivered timely. (6) Payment was (erroneously) denied for a non-VA hospital stay. (7) Facility staff had difficulty coordinating the patient's discharge plans. We substantiated that during one of four ED visits, the March 2012 visit, the patient's overall medical evaluation did not meet VHA standards. Although not one of the complainant's allegations, we found the facility did not conduct a peer review of the ED physician's care. We substantiated the allegation that telephone service at the Mobile CBOC was problematic. We substantiated the allegation that payment for a non-VA hospital stay was originally denied; however, during the course of this review, was revisited by the facility and the Veterans Integrated Service Network 16 staff, and a decision was made to pay the non-VA hospital stay. We did not substantiate the allegation that a PCP did not address the patient's chronic back pain at the Mobile CBOC. We did not substantiate the allegation that the patient did not receive timely delivery of the DME. In fact, the facility policy requires patients to pick up their DME, and the patient was timely notified that the DME was available for pick-up. We also did not substantiate the allegation that facility staff had difficulty coordinating the patient's discharge plans. Due to insufficient documentation, we could neither confirm nor refute the allegation that the Mobile CBOC PCP received any telephone calls from the patient's family members during the months of January, February, or March 2012. We recommended that the facility Director ensure that a quality of care review is conducted with specific attention to the deficiencies identified in this report. We also recommended that the facility Director strengthen processes to address patient complaints regarding the automated telephone system at the Mobile CBOC.
