核电与核安全监管是确保核能利用“安全第一”并实现可持续核电发展目标的重要保障。核电监管经多年实践形成了国际经验：完善的立法是进行有效监管的坚实依据；独立的机构是全程特殊监管的体制保障；反应堆是全程监管的核心，后端监管日益被重视；足够的监管能力是有效监管的必要条件。福岛核事故带来了核电发展的暂短停滞，同时也为监管改进提供了新机遇，各国着力完善监管立法、改革监管体制、提高监管能力，主要核电国家的核电与核安全监管得到了持续改进。在国际核安全新形势下，核电仍是大国能源发展的重要选项，核电被认为是安全能源但须加强监管。尽管我国保持着良好的核安全纪录，但核电与核安全监管与国际先进水平相比仍有差距，应借鉴国际经验，完善监管依据，改革监管体制，加强能力建设，加强国际合作。世界主要核电国家经多年的发展实践，已形成了核电与核安全监管的国际经验。福岛核事故后，国际核安全新形势对核电与核安全监管提出了新要求。国际经验与新形势将对我国改进核电与核安全监管提供启示与借鉴。
