2013年以来，全国城市轨道交通发展持续了去年火热的势头，原计划在今年初进行的动车组招标预计也将在下半年得到落实。年初至现在还没有新项目开工，铁路建设的资金严重紧张，主要原因是去年城际铁路主导权下放到地方后，地方在投资资金筹措方面普遍存在压力。今年计划新开工的铁路项目有38项。部分地方已经开始积极寻找资金。例如江西省和安徽省已经成立了地方铁路投资基金，江西省首期50亿的资金已募集到位。而四川省也出台了文件，拟率先向社会资本开放支线铁路、城际铁路、资源开发性铁路所有权及经营权。但下半年这一局面有望获得扭转。下半年国内政策重心将相对偏稳，投资重心预计将放在铁路、城市基础设施、改造棚户区等带动地方经济发展、保障民生的项目上。
