    Service Oriented Architecture (SOA) can enable agile C2 functionality. The flexibility and loose coupling offered by the SOA paradigm means that both NATO and many of the NATO nations are basing their future information infrastructures on this paradigm. Web services, the most common and mature technology for implementing a service-oriented system, will inevitably be a part of this development, at least for use in fixed infrastructure networks. SOA, realized using Web services technology, is currently available at the higher levels of command such as (deployed) headquarters, but not necessarily at tactical levels. However, SOA is a proposed paradigm for delivering C2 at the tactical level. IST-118 is a recently started research group intended as a follow-on to IST-090. IST-090 identified several challenges related to applying SOA at the tactical level, in particular, disadvantaged grids. In this paper, we summarize the important findings of IST-090, and outline the program of work for the IST-118 group in which the goal is to create a recommendation for a tactical profile for using SOA in disadvantaged grids.

    With the results of these simulations, two- and three-dimensional representations of the area without communication coverage and area with coverage were developed, showing the size and shape of the communication coverage gap projected in space. Also, the significance of this communication coverage gap is analyzed from the simulation data. To analyze the extent of this gap and other coverage limitations, simulations of the DSN architecture were performed. In addition to the physical properties of the DSN assets, the simulation incorporated communication forward link calculations and azimuth/elevation masks that constrain the effects of terrain for each DSN antenna. Analysis of the simulation data was performed to create coverage profiles with the receiver settings at a deep space altitudes ranging from 2 million to 10 million km and a spherical grid resolution of 0.25 degrees with respect to longitude and latitude.

    Air traffic controllers are often required to simultaneously communicate with several aircraft over multiple radio frequencies. As a result, during peak loading, it is common for the controller to receive multiple concurrent communications, each from a different aircraft, making it difficult to discern audio messages received from multiple pilots simultaneously. To address this problem, a modified air traffic control (ATC) interface was prototyped with the goal of increasing controller-to-pilot communication efficiency. This prototype included supplementary text cueing which was provided by a hypothetical automated text to speech system in an on-screen text box for controller reference in the event of an obscured or indiscernible radio call. The prototype was then evaluated by a group of 35 participants, all with ATC experience including 12 students and 23 instructors at the Air Force controllers' school house Keesler AFB, MS. The text cueing improved controllers' comprehension of pilots' transmissions.

    Power Line Communication (PLC) systems provide a bi-directional communication platform capable of delivering data for a variety of Smart Grid applications such as home energy management and intelligent meter reading and control. One benefit of applying power line communication on power grid is that it provides an infrastructure that is much more comprehensive and widespread than other wired/wireless alternatives. Power line cables are a shared medium, therefore multiple PLC devices operate on the same frequency over the same power line may interfere with each other, thus reducing the effectiveness of these devices. This publication introduces the coexistence mechanism for the IEEE and ITU-T BB-PLC standards, and provides implementation guidelines for PLC devices to be used for smart grid applications.

    We study the problem of assigning a group of mobile robots to an equal number of distinct static targets, seeking to minimize the total distance traveled by all robots until each target is occupied by a robot. In the first half of our paper, the robots assume limited communication and target-sensing range otherwise, the robots have no prior knowledge of target locations. Under these assumptions, we present a necessary and sufficient condition under which true distance optimality can be achieved. Moreover, we provide an explicit, non- asymptotic formula for computing the number of robots needed for achieving distance optimality in terms of the robots communication and target-sensing ranges with arbitrary guaranteed probabilities. We also show that the same bound is asymptotically tight. Because a large number of robots is required for guaranteeing distance optimality with high probability, in the second half of our study, we present suboptimal strategies when the number of robots cannot be freely chosen. Assuming that each robot is aware of all target locations, we first work under a hierarchical communication model such that at each hierarchy level, the workspace is partitioned into disjoint regions; robots can communicate with one another if and only if they belong to the same region. This communication model leads naturally to hierarchical strategies, which, under mild assumptions, yield constant approximations of true distance-optimal solutions. We then revisit the range-based communication model and show that combining hierarchical strategies with simple rendezvous-based strategies results in decentralized strategies which again achieve constant approximation ratios on distance optimality. Results from simulation show that the approximation ratio is as low as 1.4.
