Devices that provide hearing protection, situational awareness and radio communications are often referred to as Communications and Hearing Protection Systems (C&HPS). This report is the third in a series of three and focuses on the auditory localization performance obtained from two commercially available C&HPS: Nacre QuietPro and Silynx QuietOps. These two systems were selected from three C&HPS evaluated for attenuation characteristics in the first report and speech intelligibility in the second report; the third system provided insufficient attenuation to be included. Results of the auditory localization testing indicated that both C&HPS negatively affected auditory localization accuracy performed in background noise, but the observed decrement was not significantly different between the two systems. Evidence from objective measures of the systems such as directivity, calculation of interaural level differences (ILDs), and the measurement of input/output functions indicate that changes in binaural intensity difference cues were the primary factor driving the reduction in performance.

Bluetooth is an open standard for short-range radio frequency (RF) communication. Bluetooth technology, which is used primarily to establish wireless personal area networks (WPANs), has been integrated into many types of business and consumer devices; examples include cell phones, laptops, automobiles, medical devices, printers, keyboards, computer mouse devices, and headsets. Bluetooth technology enables users to establish ad hoc networks supporting voice and data communications between a wide variety of devices that can be conveniently interconnected without the need for cables or wired connections.

This report describes the architecture, functionality and the field demonstration of a newly developed dedicated short-range communication (DSRC)-based Vehicle to Infrastructure (V2I) communication system for improving traffic efficiency and safety in the work-zone related congestion buildup on US roadways. The goal was to develop a portable system that can be easily deployed at a work zone site to acquire and communicate important travel information, e.g., travel time (TT) and start of congestion (SoC) location to the driver.

This report presents the results of the third and final research and development project of an implementable wireless travel time data collection system. Utilizing Bluetooth wireless technology as a platform, the prior projects focused on data collection hardware and network communication implementation. In this project the processing and synthesis of collected data was addressed. Results and procedures that address data filtering, travel time sample calculation, calculation of travel time statistics, travel time forecasting are described. Results for the use of collected data to estimate intersection performance are presented, as are the design and requirements for an automated travel time data collection system. The report includes a users manual.

Providing long-distance non-line-of-sight control for unmanned ground robots has long been recognized as a problem, considering the nature of the required high-bandwidth radio links. In the early 2000s, the DARPA Mobile Autonomous Robot Software (MARS) program funded the Space and Naval Warfare Systems Center (SSC) Pacific to demonstrate a capability for autonomous mobile communication relaying on a number of Pioneer laboratory robots.  This effort also resulted in the development of ad hoc networking radios and software that were later leveraged in the development of a more practical and logistically simpler system, the Automatically Deployed Communication Relays (ADCR). This paper provides a summary of the evolution of the radio relay technology at SSC Pacific, and then focuses on the latest two stages, the Manually-Deployed Communication Relays and the latest effort to automate the deployment of these ruggedized and fielded relay nodes.

The benefits of high data rates, high directionality, low sidelobes, small size, light weight, and low power of laser communications (lasercom) as compared to radio frequency (RF) communications make laser an attractive option for ship-to-ship communications. The realization of the option requires ship-to- ship lasercom system design and mission planning, which, in turn, necessitates a lasercom link budget analysis and a parametric analysis of lasercom system design and operational parameters.The link budget analysis determines whether the energy of a laser signal is adequately transmitted to a receiver. The parametric analysis determines the lasercom system design and operational parameters that meet ship-to-ship lasercom requirements.

This paper describes Dandelion, an algorithm that builds on the ideas of the rsync algorithm to eciently distribute information to all actors in a group over a shared broadcast medium. The algorithm is described in detail, as well as some experimental results using the algorithm on robots. Finally, theoretical comparisons to rsync and generic multicast trees are provided, as well as experimental comparisons between an implementation and a current version of the rsync program, showing that the costs of transmission are as low as a multicast tree, without the associated cost of building or maintaining a tree.

This research project aims to develop a data collection application that enables real-time tracking and reporting of the health-related impacts of travel behavior. Using computing, communication, and sensing capabilities of smartphones, an Android phone application (named UbiActive) was developed to collect real-time travel-related physical activity and psychological well-being data from phone users. The application was tested on multiple Android phones, among which Nexus S and HTC Magic were found to produce comparable physical activity outputs with the commercially available accelerometer. The application was further tested in a three-week field study for its viability for real-time data collection and behavior intervention against unhealthy travel behavior.

This thesis explores a novel network design concept to address the data and communications needs of the Department of Defense (DoD). This thesis evaluates broadband wireless data technologies in combination with High Altitude Platform (HAP) technologies. It proposes a network design concept to serve as a model for future research and the ultimate integration of HAPs into battlefield information architectures bringing the concepts of network centric warfare ever closer to reality.
