“十三五”以来，中国远洋渔业发展取得长足进步。2020年年初突袭而至的新冠肺炎疫情对中国远洋渔业发展带来不少困难。在党中央强有力的领导和指挥下，在广大人民群众的理解和积极配合下，中国取得防疫复产阶段性胜利。在渔船管理方面，中国修订了《远洋渔业管理规定》，强化了远洋渔业公海转载管理和远洋渔船境外报废处置，推动开展公海登临检查。首次发布《中国远洋渔业履约白皮书（2020）》以及试行公海自主休渔，成为中国远洋渔业管理的亮点。在疫情防控常态化背景下，“十四五”期间，中国远洋渔业将保持原有的良好发展态势。
