近期，随着京沪等地一系列新能源汽车补贴细则的陆续公布，在新能源汽车领域的地方保护主义倾向再次引起社会关注。地方保护主义已成为制约我国新能源汽车产业发展的巨大障碍。赛迪智库工业经济研究所认为，地方政府自身的利益驱动、国家政策中的有关规定以及节约成本等因素，共同导致了当前地方保护主义的盛行。基于此，提出四点建议：加大中央政府的监管力度，督促地方政府正确履行职能；修改和完善相关政策，适时调整有关财税扶持政策及实施办法；建立统一完善的标准体系，扫除新能源汽车市场流通障碍；进一步启动消费市场，建设全国统一的新能源汽车交易市场。
