《中国水运报》9月19日报道，交通运输部9月17日发布《关于建立水运和海事管理权力清单制度的公告》（以下简称《公告》），《公告》主要包括四个方面的内容：一是公布了水运和海事行政审批事项及审批流程，即将部及部直属有关单位实施的40项行政审批的名称、受理方式、办理期限、受理部门、许可机关、审批流程、提交材料目录等进行一一明确；二是公布了2013年至2014年7月行政审批项目取消下放后，后续监管的具体措施，共涉及19项行政审批事项；三是公布了14项水运和海事行政管理服务创新的举措，多项创新举措有望年内施行；四是公布了规章、规范性文件清理的计划安排。
