11月12日，党的十八届三中全会审议通过了《中共中央关于全面深化改革若干重大问题的决定》（以下简称《决定》）。《决定》对国企改革提出了具体的方向，包括积极发展混合所有制经济、明确国有资本继续控股经营的自然垄断行业改革内容、提高国有资本收益上缴公共财政等引发社会广泛关注。《决定》中最大的亮点是提出混合所有制是基本经济制度的重要实现形式，此外，关于自然垄断行业改革的内容也是《决定》的重要部分。作为国民经济基础性、先导性的产业，通信业将迎来新的改革机会，《决定》的推出将从六个方面对整个信息通信领域产生影响。

2013年3季度，世界经济复苏势头仍不稳定。从国际经济形势来看，美国经济受个人消费以及联邦政府开支增长等利好因素的影响，主要发展指标好于预期，而欧元区却因失业率的急速攀升拉低了经济增长的速度，日本经济虽连续4个季度正增长，但增速已明显放缓。从国内形势来看，中国经济增速稳中向好。根据国家统计局的初步核算，2013年前3季度国内生产总值386762亿元，按可比价格计算，同比增长7.7%。国内经济的平稳运行，为电信业务收入的增长创造了良好的环境。2013年3季度，信息传输、计算机服务和软件业景气指数为137.8点，比上季度提升6.5点，比全国企业景气指数高16.3点。

Safety systems are designed to protect personnel and environment during plant operation if/when a process goes beyond the defined control margins. There are various kinds of safety systems including fire and gas safety system and burner gas management. A fixed satellite service (FSS) is a service that uses geosynchronous satellites for broadcasting purposes such as TV and radio, telecommunications, and satellite communication used by government and military organizations. The satellites used for FSS generally have a low power output. In addition, they require larger dish-style antennae for reception. Currently, there are almost 416 active geosynchronous satellites providing services across the globe. However, the study is restricted to only 300 satellites offering FSS through their transponders. In addition, the report covers almost 90 new satellites that are expected to be launched by several FSS operators during the period 2012-2016.

The growing number of traffic safety strategies, including the Intelligent Transportation Systems (ITS) and lowcost proactive safety improvement (LCPSI), call for an integrated approach to optimize resource allocation systematically and proactively. While most of the currently used standard methods such as the six-step method that identify and eliminate hazardous locations serve their purpose well, they represent a reactive approach that seeks improvement after crashes happen. In this project, a decision support system with Geographic Information System (GIS) interface is developed to proactively optimize the resource allocation of traffic safety improvement strategies. With its optimization function, the decision support system is able to suggest a systematically optimized implementation plan together with the associated cost once the concerned areas and possible countermeasures are selected. It proactively improves the overall traffic safety by implementing the most effective safety strategies that meet the budget to decrease the total number of crashes to the maximum degree. The GIS interface of the decision support system enables the users to select concerned areas directly from the map and calculates certain inputs automatically from parameters related to the geometric design and traffic control features. An associated database is also designed to support the system so that as more data are input into the system, the calibration factors and crash modification functions used to calculate the expected number of crashes will be continuously updated and refined.
