中国环保产业协会袋式除尘委员会秘书长吴善淦认为采用袋式除尘器是窑头、窑尾除尘发展的趋势。有不少水泥厂根据企业自身设备、资金情况，将不能达标排放的电除尘器改造成袋式除尘器，取得了很好的效果。由于袋式除尘器的适应能力比电除尘器要强，因此，在窑头、窑尾采用袋式除尘器越来越多，发展势头迅猛。华泰联合证券分析师邵沙锞认为，国务院下发大气污染防治意见，将进一步刺激高温袋式除尘行业高速增长，短期内将有大量使用工业锅炉的企业以及火电厂、水泥厂在除尘方式上转向袋式除尘或是电袋复合除尘。也有专家认为，无论是电除尘器还是袋除尘器均有很高的捕尘效果，只要设计选型正确、产品质量优良、维护操作合理，均能保证国家规定的排放标准。
