2013年中国经济增长进一步放缓、市场需求低迷，油品消费结构进一步分化调整。国家调整了成品油 价格形成机制，为炼油工业注入了新的活力。同时，中国炼油企业强化内部管理，提高营运水平，加大结构调整力度，生产运营取得了较好的成绩。全年原油加工量达到4.79亿吨，同比增加约3.3%；汽、煤、柴油产量达到2.96亿吨，同比增长5.1%。为适应市场需要，炼厂调整产品结构，汽油、航煤等产品增幅较大，柴油增幅大幅下降，生产柴汽比降至1.76；主要炼油技术经济指标明显提升；资本性投资结构调整压缩，重点投资于油品质量升级、技术改造、环保设施完善等项目。展望未来两年，预计2014年全国原油总加工量将达到4.95亿吨，增幅为3.4%左右；随着宏观经济形势逐步好转，预计2015年全国原油加工量将达到5.2亿吨左右。
