居民分布式光伏发电是极具发展潜力的光伏应用方式，也是我国着力推广的未来电力生产方式之一。随着2013年以来价格、财税等一系列利好政策陆续出台，我国居民分布式光伏发电已经具备了大规模发展的可能。然而在具体实践中，目前居民分布式光伏发电的推广也还面临着一系列的障碍，突出表现在：电网企业缺乏积极性，能源主管部门监管乏力；建设条件限制过多，对相关企业支持不足；补贴政策执行难到位，政策稳定性和可预期性差。据此提出政策建议如下：完善考核体系，加快电力体制改革，将包括分布式光伏在内的可再生能源发电应用作为突破口之一；短期目标和长期目标并重，给予普通居民用户和专业化企业足够的重视和支持；加强政策执行力度，营造公平、稳定、可预期的市场发展环境。
