Brain-controlled prostheses have the potential to improve the quality of life of a large number of paralyzed persons by allowing them to control prosthetic limbs simply by thought.An essential requirement for natural use of such neural prostheses is that the user should be provided with somatosensory feedback from the artificial limb. This can be achieved by electrically stimulating small populations of neurons in the cortex; a process known as cortical microstimulation. This dissertation describes the development of novel technologies for experimental neuroscience and their use to explore the neural and perceptual effects of cortical microstimulation in rodents.

A suspension comprised of angled fibers is proposed as a new means for achieving high strain,high stress, energy dense electrostatic actuators. Angled fiber arrays have low density and canbe placed between the electrodes of a parallel plate or comb-drive type actuator to create a selfcontained actuator sheet with low mass and volume. Angled fibers also have a Poisson’s ratio ofzero, allowing the use of robust, rigid electrodes, and they can be composed of stiff materials withlow viscoelastic properties. This is in contrast to the alternative technology of dielectric elastomers that depend on unreliable compliant electrodes and highly viscoelastic dielectrics. Performancelimits of an ideal nanometer-scale actuator, such as energy density, stress and strain, and efficiencyare considered through theoretical modeling. A micrometer scale prototype is fabricated using a novel fiber peeling technique that easily produces high-aspect-ratio (1.8 μm radius, 66 μm long),angled microfibers. The microfibers are used as a suspension for a parallel plate actuator. Theprototype actuator is characterized through static and dynamic tests, to reveal a maximum static strain of 3.4%at a static stress of 0.8 kPa (electric field of 13.9 V/μm), a fast unloaded step responseof < 2 ms, a Q of 12.9 and a power density of 12.8 W/kg when driving an inertial load in resonanceat 845 Hz.

Part detectors are a common way to handle the variability in appearance in high-level computer vision problems, such as detection and semantic segmentation. Identifying good parts, however, remains an open question. Anatomical parts, such as arms and legs, are
difficult to detect reliably because parallel lines are common in natural images. In contrast, a visual conjunction such as "half of a frontal face and a left shoulder" may be a perfectly good discriminative visual pattern. We propose a new computer vision part, called a poselet,
wich is trained to respond to a given part of the object at a given viewpoint and pose. There is a wide variety of poselets { a frontal face, a pro le face, a head-and-shoulder con guration, etc. A requirement for training poselets is that the visual correspondence of object parts
in the training images be provided. We create a new dataset, H3D, in which we annotate the locations of keypoints of people, infer their 3D pose and label their parts (the face, hair, upper clothes, etc.). Our richly annotated dataset allows for creation of poselets as well as
other queries not possible with traditional datasets.

An advanced energy management and control system in an existing building in the Construction and Engineering Research Laboratory (CERL) for Army at Urbana-Champaign (IL) was demonstrated. The medium-size office building underwent a retrofit of the HVAC system and controls employing a technology called optimal Model Predictive Control (MPC) which offers significant potential for saving energy by providing a means to dynamically optimize various sub-systems to take advantage of building utilization and weather patterns, and utility rate structures. A multi-variable optimization problem to minimize energy consumption and cost while guaranteeing zonal comfort over a 3 hour predictive horizon was formulated and solved periodically on line. The algorithms were integrated with the building automation system and evaluated experimentally at the demonstration site. A 45-50reduction in HVAC system energy use was demonstrated while improving occupant comfort. A 10-15installation cost reduction was accomplished due to the use of a robust wireless sensor network versus a fully wired network.

We present a post-processed 6.25mm2 0.18μm Complementary Metal OxideSemiconductor (CMOS) platform that leverages the advantages of super-paramagneticbead labeling to integrate on-chip the label separation and detection functionalitiesrequired for high sensitivity bio-assays. The surfaces of the CMOS chip and of themagnetic beads are functionalized with bio-chemicals complementary to a target analyte.In a sandwich capture format, the presence of the target analyte will strongly bind 4.5μmmagnetic bead labels to the surface of the chip. The undesired background signal isminimized by the removal of the unbound magnetic beads from the detection array viamagnetic forces generated on-chip. The remaining strongly bound magnetic beads arerespectively magnetized and detected by an array of 128 stacked micro-coil/Hall sensorelements. This single chip solution does not require any external components like pumps,valves or electromagnets and is capable of detecting purified Human antibodies down toconcentrations of 100pg/ml as well as anti-Dengue antibodies in human serum samples.

SRI International, in collaboration with Professor Jing Shih of the University of California- Riverside (UCR), Professor Nathan Newman of Arizona State University (ASU), and Professor Edmond Nowak of the University of Delaware (UD), has been funded (from June 2009 through September 2012) through ONR Contract (N00014-09-C-0292) to fabricate a magnetic sensor with a half- metallic ferromagnet (FM) contact and polymers and demonstrate its sensing capability. In this study we considered La0.7Sr0..3MnO3 (LSMO) and CoFe50Al25Si25 (CFAS) alloys for half-metallic FM contacts and poly(3,4- ethylenedioxythiophene) (PEDOT) and poly-3(hexylthiophene) (P3HT) for polymers. Room temperature operation of this ultrasensitive device requires half-metallic ferromagnetic contacts with high Curie temperature (Tc), ultra- lowmobilitypolymer with very high doping density, nano-scale trenches, successful charge and spin injection into polymers from FM half-metal contacts, and spin precession in polymers. The FM films for vertical and lateral devices were grown at UCR and ASU, respectively. Most device fabrication was carried out at SRI, while magnetic and noise measurements were performed at ASU and UD.

The Orion Multi-Purpose Crew Vehicle is a new spacecraft being designed by NASA and Lockheed Martin for future crewed exploration missions. The Vision Navigation Sensor is a Flash LIDAR that will be the primary relative navigation sensor for this vehicle. To obtain a better understanding of this sensor's performance, the Orion relative navigation team has performed both flight tests and ground tests. This paper summarizes and compares the performance results from the STS-134 flight test, called the Sensor Test for Orion RelNav Risk Mitigation (STORRM) Development Test Objective, and the ground tests at the Space Operations Simulation Center.
