Access to information is critical to both the commander in an AOC and the warfighter in the field. Typically information is readily available at centralized command posts, however, at the tactical edge, resources are far more limited, making information dissemination a challenge. Targeting pods, already found mounted to the hardpoints of many tactical aircraft, provide a cost effective platform for making information available to tactical users. To this end, the Network-Centric Exploitation and Tracking (N-CET) program is designing, developing, and implementing a proof of concept architecture for pods that is net-centric, reconfigurable, and allows processing at the sensor. The approach taken to achieve these attributes is to embed processing and communications on the pod, and employ net-centric exploitation and fusion algorithms to distil information from high fidelity sensor data. Information Management services provide the interface between the sensors, processing, and network, disseminating information between algorithms, and prioritizing it as it goes out over the network. This paper provides an overview of the N-CET architecture and the sensors and net-centric algorithms integrated to evaluate the performance of the architecture through ground based experimentation.

Ibex seeks to provide more timely understanding of the space environment to support course of action implementation in the Joint Space Operations Center (JSpOC). The program will develop and deliver data fusion capabilities into the JSpOC to support sensor tip & cue (surveillance to tasking). Ibex algorithms are compatible for direct integration into the JSPOC Mission System (JMS) products. In this phase of the program, the program will develop and demonstrate algorithms and software to autonomously accept, organize, process and analyze Space Situational Awareness (SSA) data in three primary areas: Dynamic Sensor Tasking (DST), Positive Object Identification (POI) and Rapid Object Characterization (ROC). This paper will discuss those areas in some detail and the systems engineering effort to support interfaces between the three areas. The Ibex program completed a Critical Design Review in July 2012 and will complete its initial demonstration in November 2012. Ibex is a jointly funded DARPA and Air Force program.

We consider the problem of distributed detection in a large network of sensors under network communication constraints. Sensor nodes are randomly deployed and follow a random sleep/wake schedule. When awake, sensor nodes perform local detection tests and communicate detections over a multiple-access channel to a fusion center. The fusion center can detect both successful communications and communication collisions in the channel. We derive fusion rules for perfect communications and a delay-constrained protocol and show that each are functions of count statistics only. We derive analytical expressions that characterize the performance of the system in terms of energy consumption and detection probability. Simulation examples compare theoretical predictions with numerical results.
