    Engineering a city-wide ubiquitous computing system requires a comprehensive understanding of urban infrastructure including physical motorways, vehicular traffic, and human activities. Many world cities were built at different time periods and with different purposes that resulted in diversified structures and characteristics, which have to be carefully considered while designing ubiquitous computing facilities. In this paper, we propose a novel technique to study global urban infrastructure, with enabling city-wide ubiquitous computing as the aim, using a massive data-driven network of planet-scale online web-cameras and a location-based online social network service, Foursquare. Our approach examines six metropolitan regions infrastructure that includes more than 800 locations, 25 million vehicular mobility records, 220k routes, and two million Foursquare check-ins. We evaluate the spatio-temporal correlation in traffic patterns, examine the structure and connectivity in regions, and study the impact of human mobility on vehicular traffic to gain insight for enabling city-wide ubiquitous computing.

    This study arose from the importance of having soldiers reliably connected to one another and to their chains of command, or 'networked,' despite the possibility of disruptions and/or degraded system performance. The objective was to identify possible new communications and information capabilities that ensure sufficient connectivity and performance to be able to successfully share information. Satellite communications and GPS today are force multipliers, providing forces with extensive connectivity and enabling control over battlefields. These communications and information capabilities can reduce uncertainty and suppress threats, but they must be implemented in ways that prevent adversaries from finding ways to deny, disrupt, and degrade them. Lessons from recent asymmetric confrontations (e.g., NATO operations in Syria, Egypt, and Libya) include the following: the deployment of standard military communication systems may not be sufficient to ensure adequate connectivity and information-related capabilities, the adversary can destroy networks without disrupting his own vital networks or exercising global control over public networks, and populations can respond to simple inputs using social networks. The solution posed by adversaries with these capabilities is to extend and integrate traditional C2 systems with a social network infrastructure concept, a C2 system applet applied to COTS devices, and a supporting concept like crowdsourcing in a protected environment. The resulting C2 system will be better able to operate successfully in a degraded operational environment where a simple SMS can make the difference. This paper demonstrates the value of this new approach with a simulation.

    A template of pre-crash scenarios is presented to depict national crash statistics and kinematic information of time-to-collision for the design of appropriate crash countermeasures based on vehicle-to-vehicle (V2V) communications. This template serves the development of functional requirements, performance specifications, test procedures, and benefits estimation for potential light-vehicle V2V safety applications. A set of ten pre-crash scenarios is suggested as a priority list to be addressed by V2V technology for light vehicles (i.e., passenger cars, vans and minivans, sport utility vehicles, and light pickup trucks with gross vehicle weight ratings of 10,000 pounds or less). This report presents the time-to-collision equations as well as the crash statistics for each of the ten priority scenarios based on data available in the General Estimates System, National Motor Vehicle Crash Causation Survey, and Event Data Recorder databases.

    This is the final report of the COMNAVMETOCCOM Independent Model Review Panel (CIMREP) for the Voice of America Coverage Analysis Program (VOACAP), version 05.0119W, as modified by the Space and Naval Warfare Systems Center Pacific (SSC-Pacific), Atmospheric Propagation Branch (5528). VOACAP is a tool for predicting the performance of High Frequency (HF) radio communication systems. The authors evaluated VOACAP for possible inclusion in the Oceanography and Atmospheric Master Library (OAML) by (1) using provided and online documentation from HF experts, (2) installing the program on PCs, (3) running a series of test cases and (4) comparing the output results with other HF models and VOACAP versions.

    Ensuring the effectiveness and reliability of communications networks is essential to national security, the economy, and public health and safety. The communications networks (including core and access networks) can be threatened by both natural and human-caused events, including increasingly sophisticated and prevalent cyber-based threats. GAO has identified the protection of systems supporting the nation's critical infrastructure--which includes the communications sector--as a government-wide high-risk area. GAO was asked to (1) identify the roles of and actions taken by key federal entities to help protect communications networks from cyber-based threats, (2) assess what is known about the extent to which cyber incidents affecting the communications networks have been reported to the FCC and DHS, and (3) determine if Defense's pilot programs to promote cybersecurity in the defense industrial base can be used in the communications sector. To do this, GAO focused on core and access networks that support communication services, as well as critical components supporting the Internet. GAO analyzed federal agency policies, plans, and other documents; interviewed officials; and reviewed relevant reports.

    This paper presents a concept for a human mission to Mars orbit that features direct robotic exploration of the planet s surface via teleoperation from orbit. This mission is a good example of Human Exploration using Real-time Robotic Operations (HERRO), an exploration strategy that refrains from sending humans to the surfaces of planets with large gravity wells. HERRO avoids the need for complex and expensive man-rated lander/ascent vehicles and surface systems. Additionally, the humans are close enough to the surface to effectively eliminate the two-way communication latency that constrains typical robotic space missions, thus allowing real-time command and control of surface operations and experiments by the crew. Through use of state-of-the-art telecommunications and robotics, HERRO provides the cognitive and decision-making advantages of having humans at the site of study for only a fraction of the cost of conventional human surface missions. It is very similar to how oceanographers and oil companies use telerobotic submersibles to work in inaccessible areas of the ocean, and represents a more expedient, near-term step prior to landing humans on Mars and other large planetary bodies. Results suggest that a single HERRO mission with six crew members could achieve the same exploratory and scientific return as three conventional crewed missions to the Mars surface.
