从猪价上看，生猪供给短缺已是不争的事实，而从历史经验来看，我国猪肉需求相对稳定，我们判断，供需矛盾有望支撑2020年生猪均价达到24-27元/公斤；从出栏量上看，虽然大小养殖户甚至规模企业都会受到非洲猪瘟的侵害，但上市公司有望凭借其在管理、资金、一体化以及体量方面的优势在本轮猪周期中享受高回报。我们认为，未来国内生猪养殖资源将更加会向头部企业聚拢，尤其是在育种、安全防疫以及资金等方面具有优势的龙头企业，维持行业“增持”评级。 

非洲猪瘟疫情将导致中国猪肉供给缺口增加，从而猪价有望持续超预期上涨，替代作用下猪价上涨将带动其他肉制品需求回升，禽肉等动物蛋白价格有望快速上行。 

农业农村部相关负责人在 7 月 11 日的新闻发布会上表示，农业农村部将着手推动三方面重点工作，其中包括：建立健全村庄长效保洁机制，保障稳定的经费来源，建立保洁队伍；通过政府和社会资本合作的 PPP 模式，吸引社会资本参与农村垃圾污水处理项目；明确村民维护村庄环境的责任和义务；探索好的机制，比如垃圾分类积分制等。

国家发展改革委和商务部 6 月 30 日分别发布了 2019 版外资准入负面清单的全国版和自贸区版。国家发改委相关负责人表示，2019 版外资准入负面清单保持了 2018 版的体例结构，今年进一步缩减了负面清单长度，新推出一批开放措施。其中，农业领域的准入有所放宽，取消了之前禁止外商投资野生动植物资源开发的规定。
