开发生物基橡胶是未来全球橡胶业可持续发展的唯一途径。国外领先的轮胎企业以及一些大型合成橡胶生产企业已经把开发生物基橡胶和生物基橡胶单体列入发展规划，并在积极付诸实施。我国不失时机地启动了杜仲胶产业化的推动工作，在保障我国橡胶工业的可持续发展和减少化石能源橡胶材料比例的战略部署中迈出了重要一步。自2010年以来，在国家有关部委和中国橡胶工业协会的大力推动下，国内涌现了一批投身杜仲产业开发的企业。2011年4月份，国家发改委发布的"产业结构调整目录(2011本)"中，首次将"杜仲种植生产"和"新型天然橡胶的开发和应用"列入鼓励类目录中，并于当年对部分有杜仲产业基础的企业实施了资金扶持。2011年6月份，国家发改委、科技部、工信部、商务部和国家知识产权局联合发布的《当前优先发展的高技术产业化重点领域指南(2011年度)》中将杜仲橡胶生产技术及装备列入"新材料"项。

18067.电力设备新能源行业：汽车新政与南网“十三五”规划出炉

财政部、科技部、工信部、发改委四部委出台《关于继续开展新能源汽车推广应用工作的通知》：一、2013-2015年，特大型城市或重点区域新能源汽车累计推广量不低于10000辆，其他城市或区域不低于5000辆；二、推广应用的车辆中外地品牌数量不得低于30%，不得设臵或变相设臵障碍限制采购外地品牌车辆；三、政府机关、公共机构等领域车辆采购要向新能源汽车倾斜，新增或更新的公交、公务、物流、环卫车辆中新能源汽车比例不低于30%；四、中央财政将补贴资金拨付给新能源汽车生产企业；五、对于汽车续航里程进行补贴：2013年，纯电动乘用车补贴3.5-6万元/辆，插电式混合动力乘用车（含增程式）为3.5万元/辆；2014-2015年，纯电动乘用车、插电式混合动力（含增程式）乘用车、纯电动专用车、燃料电池汽车补助标准在2013 年标准基础上分别下降10%和20%。另外，国家能源局发布《南方电网发展规划(2013-2020年)》，规划中提到要规划推广建设智能电网，对于电动汽车，要建成满足2015年10万辆、2020年100万辆电动汽车发展需要的基础设施体系。本次补贴仅针对纯电动汽车和插电式混合动力汽车，仍将油电混合动力车排除在外；补贴方式由按电池容量补贴改为按续航里程补贴，鼓励车企加大研发投入；中央财政直接补贴车企，有利于打破地方保护主义。我们长期看好新能源汽车产业的发展，建议重点关注新宙邦、江苏国泰、杉杉股份等。
