    In this twenty-first annual legislatively-mandated report, 2009 and 2010 DUI data from diverse sources were compiled and cross-referenced for the purpose of developing a single comprehensive DUI data reference and monitoring system. This report presents crosstabulated information on DUI arrests, convictions, court sanctions, administrative actions and alcohol-involved crashes. In addition, this report provides 1-year proportions of DUI recidivism and crash rates for first and second DUI offenders arrested in each year over a time period of 20 years. Also, the long term recidivism curves of the cumulative proportions of DUI reoffenses are shown for all DUI offenders arrested in 1994. Two analyses were conducted to evaluate if referrals to DUI programs were associated with reductions in 1-year subsequent violations and crashes among those convicted of the reduced charge of alcohol-related reckless driving, and if referrals to the 9-month DUI program were associated with reductions in 1-year subsequent violations and crashes when compared to referrals to the 3-month DUI program among first DUI offenders. The proportions of convicted first and second DUI offenders arrested in 2009, who were referred, enrolled, and completed DUI programs are also presented.

    The HHE Program evaluated potential exposure of employees and volunteers to zoonotic diseases at a marine mammal rescue and rehabilitation center. Zoonotic diseases are those that can be transmitted from animals to humans. Investigators with the HHE Program observed work practices and personal protective equipment use and found that some practices may lead to a higher risk of exposure to zoonotic diseases. Employees and volunteers were given a survey and blood tests to look for evidence of past infection. Among the 213 participants, little evidence was found of past infection with the organisms that cause leptospirosis, brucellosis, or Q fever. Air, surface, and bulk dust samples were collected for C. burnetti, the bacterium that causes Q fever; all but one of 130 samples was negative. A ventilation assessment showed that the biological safety cabinet in the laboratory did not have enough airflow so investigators recommended that the employer have this cabinet certified yearly and ensure that it meets minimum flow requirements. Investigators also found that when the harbor seal area ventilation system was turned on air flowed from the intensive care unit to other areas of the building. Investigators recommended that harbor seal pups not be housed in the intensive care unit if they are suspected of having Q fever. Instead they should be housed outside and isolated from other harbor seal pups. Investigators recommended that the carpet in the triage building be removed and replaced with a nonporous surface. Investigators noted that some employees and volunteers were not wearing the correct personal protective equipment and recommended that the employer provide initial training and refresher training for all employees and volunteers on hand washing, proper personal protective equipment use, and the risk of infection. Employees were encouraged to (1) wash their hands after exposure to animals or animal areas even if they were wearing gloves, (2) not wear personal protective equipment in areas where people eat or drink, (3) report signs of possible zoonotic infection to their supervisor, and (4) to tell their healthcare provider about their duties and exposures to marine mammals. The employer was encouraged to post signs about hand washing.

    The NGNP, which is an advanced HTGR concept with emphasis on both electricity and hydrogen production, involves helium as the coolant and a closed-cycle gas turbine for power generation with a core outlet/gas turbine inlet temperature of 750-1000 C. Alloy 617 is a prime candidate for VHTR structural components such as reactor internals, piping, and heat exchangers in view of its resistance to oxidation and elevated temperature strength. However, lack of adequate data on the performance of the alloy in welded condition prompted to initiate a creep test program at Argonne National Laboratory. In addition, Testing has been initiated to evaluate the creep rupture properties of the pressure vessel steel A508/533 in air and in helium environments. The program, which began in December 2009, was certified for quality assurance NQA-1 requirements during January and February 2010. Specimens were designed and fabricated during March and the tests were initiated in April 2010. During the past year, several creep tests were conducted in air on Alloy 617 base metal and weldment specimens at temperatures of 750, 850, and 950 C. Idaho National Laboratory, using gas tungsten arc welding method with Alloy 617 weld wire, fabricated the weldment specimens. Eight tests were conducted on Alloy 617 base metal specimens and nine were on Alloy 617 weldments.

    An electronic control system for sensorless BLDCM is proposed.Normally,the back-emf signal has coupling noise from the PWM signal which is used to vary the speed of the motor.So it is difficult to detect the zero-crossing point accurately when the motor work at low speed.In order to improve the controllability of BLDCM at low speed,a new algorithm is presented.The control system is implemented from both hardware and software parts.And the experiments verified the good control performance and dynamic characteristics of the system.

  • 245.水煤气变换膜反应器用于高压氢气生产—一个全面的项目报告(2010年-2012年)

    Idaho National Laboratory (INL), GE Global Research (GEGR), and Western Research Institute (WRI) have successfully produced hydrogenselective membranes for water-gas-shift (WGS) modules that enable high-pressure hydrogen product streams. Several high performance (HP) polymer membranes were investigated for their gas separation performance under simulated (mixed gas) and actual syngas conditions. To enable optimal module performance, membranes with high hydrogen (H2) selectivity, permeance, and stability under WGS conditions are required. The team determined that the VTEC PI 80-051 and VTEC PI 1388 (polyimide from Richard Blaine International, Inc.) are prime candidates for the H2 gas separations at operating temperatures (approx. 200DGC). VTEC PI 80-051 was thoroughly analyzed for its H2 separations under syngas processing conditions using more-complex membrane configurations, such as tube modules and hollow fibers. These membrane formats have demonstrated that the selected VTEC membrane is capable of providing highly selective H2/CO2 separation (a = 79) and H2/CO separation (a = 4080) in humidified syngas streams. In addition, the VTEC polymer membranes are resilient within the syngas environment (WRI coal gasification) at 200DGC for over 1000 hours. The information within this report conveys current developments of VTEC PI 80-051 as an effective H2 gas separations membrane for high-temperature syngas streams.

    The objectives of this meeting include the following: Review and evaluate FY 2012 accomplishments and FY 2013 plans for DOE laboratory programs; industry/university cooperative agreements; and related research, development, and demonstration (RD&D) efforts. Provide an opportunity for program stakeholders and participants (e.g., fuel cell manufacturers, component developers, and others) to provide input to help shape the DOE-sponsored RD&D program in order to address the highest priority technical barriers and facilitate technology transfer. Foster interactions among the national laboratories, industry, and universities conducting RD&D. The peer review process followed the guidelines of the Peer Review Guide developed by EERE. The peer review panel members, listed in Table 1, provided comments on the projects presented. Panel members included experts from a variety of backgrounds related to hydrogen and fuel cells, and they represented national laboratories, universities, various government agencies, and manufacturers of hydrogen production, storage, delivery, and fuel cell technologies.

    An amorphous Mg85Ni15 melt-spun hydrogen storage alloy, processed by submersion in an aqueous solution of NH4 +, is able to absorb >5 wt.hydrogen at 473 K during the first hydrogenation cycle. The nanocrystalline microstructure formed during devitrification of the metallic glass is preserved by the lower required activation temperature of the NH4 +- treated material; and the kinetics of subsequent absorption/desorption cycles at 573 K are dramatically improved, compared to the as-spun material. DSC experiments and thermodynamic calculations demonstrate that the decreased crystallite size of the 473 K activated material lowers the hydride decomposition temperature by 20 K to 50 K, in contrast to a sample activated at 573 K. The NH4 +- treatment of a glassy alloy presented here provides a more practical approach to both forming a nanocrystalline material, and facilitating activation, compared to ball milling; requiring much less time and a more commercially scalable option.

    Access Point (AP) selection is an important problem in WLANs as it a ects the throughput of the joining station (STA). Existing approaches to AP selection predominantly use received signal power and as such, do not take into account interference and collisions at each STA, and transmit opportunities (TXOPs) at APs. In this paper, we propose a class of AP selection algorithms based on the joining STA's ex- pected throughput by taking into account the above factors. Speci cally, we collect a binary-valued local channel occupancy signal, called busy-idle (BI) signal, at each node and require the APs to periodically broadcast their BI signal together with a quantity that represents TXOPs at the APs. This enables the joining STA to estimate expected throughput for each candidate AP before it selects one. To capture TXOPs at each AP, we propose a few di erent quantities, including the number of associated STAs, sum of inverse of MAC rates, and the average waiting and idle times. We use NS-2 simulations to demonstrate the e ectiveness of our algorithms. For a random topology consisting of 24 APs and 60 STAs, our algorithms can increase average throughput of the joining STA by as much as 52% as compared to the tradi- tional signal power based AP selection approach (rxpwr). In this case, the achieved average throughput is 97% of that obtained via the optimal selection. We also show that, in contrast to rxpwr, the throughput of our proposed algorithms remain close to optimal with the increase in AP density or STA density.

  • 249.p53基因突变W248和H175对MCF-7细胞的生物学效应

    Objective:p53,a tumor suppressor gene,is one of the hotspots in the world of the biomedical field.Mutation of p53 gene,which is found in approximately 50% of human cancers,is a key event in carcinogenesis.This project aims to investigate the new characteristics of two p53 mutants,p53-W248 and p53-H175,in MCF-7 cells,so as to provide the experimental basis for understanding the functional alternations of mutant p53.Methods:In this study,MCF-7 cells transfected with p53-H175 or p53-W248 plasmids were used as experimental group and the MCF-7 cells transfected wild type p53 plasmid were used as control group.Then the biological effects at the cellular level were investigated using 3-(4.5-dimethylthiazol-2-yl)-2,5-diphenyl tetrazolium bromide (MTT) assay,flow cytometry analysis and cell scratch test.Results:MTT assay showed that p53-W248 might promote cell proliferation in MCF-7 cells.The results of flow cytometry indicated that no significant effect on cell cycle progression and cell apoptosis by p53-H175 or p53-W248 in cells.The cell scratch test showed that p53-H175 could increase the ability of cell migration.Conclusion:p53-H175 could lead to the promotion of tumor cell migration,while p53-W248 may promote tumor cell proliferation,p53-H175 and p53-W248 might have acquired some new characteristics of oncogenes.

The Review also brings together a broad base of external stakeholders to engage in and contribute to the deployment of the CSP technologies being developed under the SunShot Initiative.
