    This report documents the evolution, development, and lessons learned while attempting to identify, modify, and deploy Intelligent Transportation System (ITS) and advanced technology tools to facilitate coordination of public transit and social (human) service transportation and mobility management in a one stop shop located in Modoc County (northeast), California. The report summarizes planning and coordination efforts; shares challenges, lessons learned, and outcomes; and concludes by identifying some issues and structural obstacles that diminish usability and impede transfer of functional ITS tools for purposes of data collection, management, and reporting.

  • 6282.为主动实现交通安全而开发一个智能决策支持系统的策略

    The growing number of traffic safety strategies, including the Intelligent Transportation Systems (ITS) and lowcost proactive safety improvement (LCPSI), call for an integrated approach to optimize resource allocation systematically and proactively. While most of the currently used standard methods such as the six-step method that identify and eliminate hazardous locations serve their purpose well, they represent a reactive approach that seeks improvement after crashes happen. In this project, a decision support system with Geographic Information System (GIS) interface is developed to proactively optimize the resource allocation of traffic safety improvement strategies. With its optimization function, the decision support system is able to suggest a systematically optimized implementation plan together with the associated cost once the concerned areas and possible countermeasures are selected. It proactively improves the overall traffic safety by implementing the most effective safety strategies that meet the budget to decrease the total number of crashes to the maximum degree. The GIS interface of the decision support system enables the users to select concerned areas directly from the map and calculates certain inputs automatically from parameters related to the geometric design and traffic control features. An associated database is also designed to support the system so that as more data are input into the system, the calibration factors and crash modification functions used to calculate the expected number of crashes will be continuously updated and refined.

    This project has developed and implemented a software environment to utilize data collected by Traffic Management Centers (TMC) in Florida, in combination with data from other sources to support various applications. The environment allows capturing and fusing the data from multiple sources. The combined data can support the performance measurements of transportation system, transportation system modeling, assessment of the benefits of Intelligent Transportation System (ITS) applications such as incident management, ramp metering, and so on, and discovery of different relationships and associations of attributes through data mining and visualization methods. The developed modules are demonstrated in a series of use cases.

    Systems Theory represents a significant theoretical backgrounds for any professional undertaking within the branch of ITS. There are several approaches to elaborating this kind of theory. For engineering purposes (i.e. also for ITS) the classical approach: GTS - General Theory of Systems which is based on ideas of Karl Ludwig von Bertalanffy [1] and his co-workers is probably the most beneficial. A purposeful source of knowledge on the internet is [2]. An excellent review of fundamental Systems ideas is provided in the works of G.J. Klir [3, 5]. Both innovative and thorough insight into the engineering utilizations of Systems ideas is presented by J. Vlcek [4].

    在国家一系列“稳增长、调结构、促改革”政策措施的推动下,三季度经济企稳回升,支撑社会物流需求平稳增长。前三季度,全国社会物流总额145.7 万亿元,同比增长9.5%,增速较上半年回升0.4 个百分点,物流需求整体上呈现稳中回升态势,但仍较去年同期回落0.1 个百分点。从具体业务来看,受国内宏观经济稳步回升影响,下游大宗商品物流需求有所回升,我国传统货运业务增速小幅回升。1~9 月,除公路货运以外,其他各种运输方式的货运量和货运周转量增速与上年同期相比均有不同程度的增加。铁路货运量7 月实现今年以来的首次正增长,8、9 月继续攀升。此外,受电子商务等快速发展带动,与快速消费品相关的物流业务规模保持较快增长,前三季度快递业务量同比增长61.2%。

    2013年3季度,中国港口企业景气指数小幅上升至107.68 点,处于微景气区间,港口企业继续实现温和复苏。预计4 季度港口企业景气指数约为106.90 点,处于微景气区间,较3 季度微降约0.78 点。前三季度,国内宏观经济增速稳中有升,港口生产整体呈现向好态势。其中,全国主要港口分别完成货物吞吐量和外贸货物吞吐量79.46 亿和24.86 亿吨,同比分别增长10.3%和9.9%,增速较上半年分别提高0.4 个和2.0 个百分点;煤炭、金属矿石、石油及天然气制品等重点货类吞吐量增速也普遍上升。不过,由于全球贸易增长动力仍然不足,集装箱吞吐量旺季不旺,增速继续放缓。主要港口完成集装箱吞吐量14088.01 万TEU,同比增长7.5%,增速较上半年和上年同期分别下降0.8 个和0.6 个百分点。

    Traffic congestion burdens the nation's quality of life and will likely grow substantially if current trends continue. Intelligent Transportation Systems (ITS) are a range of technologies that can reduce congestion at less cost than some other approaches. The U.S. Department of Transportations (DOT) Research and Innovative Technology Administration (RITA) is responsible for promoting and supporting the use of ITS in coordination with other modal administrations, including the Federal Highway Administration (FHWA). Since 1994, DOT has overseen the allocation and expenditure of more than $3 billion for deploying and researching ITS. GAO was asked to address (1) the current and emerging uses of ITS technologies by state and local governments, (2) the challenges these governments face in using ITS, and (3) the extent to which DOT's efforts to promote and support ITS address these challenges and follow leading practices. To conduct this work GAO visited four sites, and interviewed and analyzed documents and data from DOT and state and local transportation officials, ITS experts, and other stakeholders.

    The purpose of this effort was to conduct a border-wide assessment of the use of intelligent transportation systems (ITS) technologies and operational concepts at and near land border crossings between the U.S. and Mexico. The work focused on tolling, traffic management and operations, and safety. The specific objectives of this project were to research, assess and document how ITS technologies can be used in areas of: Toll collection and management in border regions, identifying technology used, system components, and any special data sharing arrangements between the two countries. Transportation operations and traffic management in US/MX border regions. Transportation safety policy and operations. Traffic management, traffic operation and traffic enforcement on tolled roads/tolled border-crossing roads. Archiving toll and traffic management data.
