由于我国经济在总量上依然表现为总需求相对不足、总供给结构性过剩的矛盾，因此，今年的货币政策应适度放松而非继续收紧。建议央行将新增贷款目标上调至9万亿元以上，将广义货币M2增速上调至14%～15%的水平。建议央行将今年公开市场业务操作的重点仍放在逆回购上，操作目标是将银行间市场同业拆借加权平均利率保持在2.0%～2.5%的较低水平，以保证信贷的适度增长；为保证银行间市场有相对宽松的流动性供应，减轻央行逆回购操作的压力，建议央行今年四季度下调存款准备金率0.5个百分点。建议放松对房地产开发企业的贷款及其他融资限制，以增加普通商品房的供应量。

2012年硫酸铵市场走势总体比较疲软，上半年价格相对较高，山西、河北等地出厂价一度超过1200元(吨价，下同)，但自6月份后，价格开始持续大幅下跌，到11月上旬跌至谷底，河北地区的硫酸铵出厂价低端已跌至700元左右，内蒙古、宁夏等地的硫酸铵出厂价更是跌至700元以下，山西、山东、河南等地出厂价也大多下跌至800元以下，全国综合交易价最低时为737元，累计最大跌幅达485元。在短短几个月的时间里，硫酸铵价格下跌幅度超过了40%，成为当年下跌幅度最大的化肥品种之一。到年尾时，在整体化肥市场走好及复合肥厂家采购增加等多种因素作用下，硫酸铵价格出现100-200元反弹，略有翘尾，但与年初相比，跌幅仍然超过了20%。
