国家发展改革委9月30日印发《关于调整发电企业上网电价有关事项的通知》（“简称《通知》”），决定在保持销售电价水平不变的情况下适当调整电价水平。《通知》指出，降低有关省（区、市）燃煤发电企业脱硫标杆上网电价；各地未执行标杆电价的统调燃煤发电企业上网电价同步下调；适当降低跨省、跨区域送电价格标准。另外，在上述电价基础上，对脱硝达标并经环保部门验收合格的燃煤发电企业，上网电价每千瓦时提高1分钱；对采用新技术进行除尘、烟尘排放浓度低于30mg/m3（重点地区低于20mg/m3），并经环保部门验收合格的燃煤发电企业，上网电价每千瓦时提高0.2分钱；适当疏导部分地区燃气发电价格矛盾。提高上海、江苏、浙江、广东、海南、河南、湖北、宁夏等省（区、市）天然气发电上网电价，用于解决因存量天然气价格调整而增加的发电成本；向除居民生活和农业生产以外的其他用电征收的可再生能源电价附加标准由每千瓦时0.8分钱提高至1.5分钱（西藏、新疆除外）。

发改委网站10月12日消息，国家发改委发布《关于做好2013年天然气迎峰度冬工作的意见》，要求做好2013年天然气迎峰度冬工作。该意见认为，随着大气污染防治工作全面推进，各地用气需求超常规增长，今冬明春天然气供需矛盾较往年将更为突出，如遭遇持续低温等极端天气，保供形势将更加严峻。发改委要求，要继续完善价格机制。各地要抓紧出台天然气销售价格疏导方案和配套措施，争取冬季用气高峰前完成全部疏导工作，切实发挥价格杠杆调节供需的作用。同时，建立健全居民生活用气阶梯价格制度。具备条件的地区，可以在终端消费推行季节性差价和可中断气价等差别性价格政策，促进移峰填谷和节约用气，缓解天然气供应压力。
