本文采用修正的E-G指数和集中度模型，研究中国重工业特别是石化产业集聚演进规律，并通过SPSS回归模型对产业集聚与工业增长进行相关性分析。结果表明：多数重工业产业集聚水平出现下降，石化产业集聚变动显示出先上升后下降的特征。总体来看，石化产业集聚与工业增长有较强的相关性。石化产业上游的石油天然气开采业处于高集聚；中游的石油加工、炼焦及核燃料加工业处于中度集聚；下游的化学纤维制造业处于极高集聚，化学原料及化学制品业则处于中度集聚。从完善石化产业政策的角度来看，上游的石油天然气开采业在促进集聚提升的同时应关注规模经济效益问题；中游的炼焦及下游的化学原料制品业应强调结构调整，解决产能过剩问题，加速产业集聚向产业集群转变；下游的化学纤维制造业在提升产业集聚过程中应注重质的积累，规避规模不经济的风险。

2013年，我国石油和化工行业经济运行总体平稳，产业结构调整继续深化，经济效益明显改善，行业出口逆势增长，区域经济结构继续改善，基本实现预期增长目标。全年石油和化工行业实现主营收入13.3万亿元，同比增长9.0%；利润总额约为8643.5亿元，同比增长5.7%；出口总额为1803.2亿美元，同比增长3.9%。但部分行业产能过剩问题依然突出，成本管理差距较大，创新能力还不能适应产业结构调整的要求，安全环保形势严峻。2014年，石油和化工行业经济运行将保持相对平稳的态势。预计石油和化工行业主营收入约为14.5万亿元，同比增长9.5%；全行业利润总额约为9400亿元，同比增幅约为8.5%。2014年行业重点工作包括：1）做好农用化学品市场的保障服务工作；2）努力化解产能过剩问题，进一步推进产业结构调整；3）抓紧抓好安全环保工作；4）积极培育新的经济增长点；5）创新经济运行监测工作。
