摘 要：2015 年年终，《保护个人数据处理及个人数据自由流动规则》 (On the Protectionof Individuals with Regard to the Processing of Personal Data and on the Freemovement of such Data)，即《欧盟数据保护一般规则》 (General Data ProtectionRegulation)(以下简称《规则》 )，这个在三年前就已经开始制定的数据保护条例，顺利在欧盟层面获得通过。
