The Azeri oil and gas sector is regulated by the Ministry of Industry and Energy. The ministry is responsible for policy formation, contract negotiations and attracting foreign investment into the sector, among other things. National oil company (NOC) SOCAR enters into contracts on behalf of the government; the NOC also operates both of the country's two operational refineries. SOCAR Trading, which has been operational since 2008, is responsible for marketing SOCAR's share of production. Revenues are paid to the state oil fund SOFAZ, which manages currency and assets from the industry.
