6 月 27 日，发改委下发关于全面放开经营性电力用户发用电计划的通知提出，研究推进保障优先发电政策执行，重点考虑核电、水电、风电、太阳能发电等清洁能源的保障性收购。

近日，国家发改委发布《关于全面放开经营性电力用户发用电计划的通知》，通知提到，全面放开经营性电力用户发用电计划，除居民、农业、重要公用事业和公益性服务等行业电力用户以及电力生产供应所必需的厂用电和线损之外，其他电力用户均属于经营性电力用户。

6 月锂电板块指数弱于沪深300 指数。19 年6 月，锂电池和新能源汽车指数分别上涨4.60%和4.25%，而同期沪深300 指数上涨8.36%，二者均弱于沪深300 指数。

2019年1-5月全国用电量同比增长4.9%，增速同比回落4.8个百分点。2018年同期高基数，今年同期降水频繁导致气温较低，叠加经济下行压力等多方面影响用电增速回落。

国家发改委公布我国天然气运行数据，5 月份天然气表观消费量 206 亿立方米，同比增长 7.0%，增速较去年同期下滑 8.92pp，较 4 月份下滑 1.7pp。天然气消费增速下滑主要是由于二季度以来经济面临下行压力，工业生产持续放缓导致下游需求偏弱。 5 月份规模以上工业增加值仅 5.0%，增速同比下滑 1.8pp。

由于上年基数较高及今年经济增长动能减弱，2019 年上半年我国用电需求全面放缓：1-5 月，全社会用电量累计27993 亿千瓦时，同比增长4.9%。在电力需求相对疲软的情况下，叠加清洁能源大发挤压火电出力空间，1-5 月份火电累计发电量约为20408.8 亿千瓦时，同比仅增长0.2%。需求偏弱使得上半年煤价缺乏高位支撑，2019 年1-6 月秦港动力煤（Q5500）平仓价均值605.57 元/吨，同比降低59.67 元/吨，降低幅度达到8.97%。

氢能的使用主要包括氢的生产、储存和运输、应用等方面，而决定氢能应用关键的是安全、高效的氢能储运技术。氢气储存技术滞后限制了氢能源在各类交通工具上大规模应用，车载储氢技术的改进是未来氢燃料电池车发展重点突破环节。诸多技术路线中，高压气态储氢最成熟、成本最低，未来大规模推广需要储氢瓶工艺提升。

发达国家前端分类体系复杂，就地处理部分分类标准因国而异。发达国家七八十年代起逐步建立起垃圾分类回收体系，但是在具体分类方法存在区别。对于具备材料回收价值的垃圾分类标准基本统一；对于不具备材料回收价值的垃圾分类标准分歧较大，主要争议点在于餐厨垃圾是否应该单独区分。单独区分餐厨垃圾的本质是将垃圾处理厂的成本转嫁给前端居民以及垃圾回收过程，就全社会综合成本而言是否比混烧更经济，学术界及业界均存在争议。目前欧洲普遍单独区分餐厨垃圾，对有机垃圾采用厌氧发酵、堆肥等方式处理；日本不单独区分餐厨垃圾，餐厨垃圾与其他可燃垃圾进行混烧。
