We are pleased to present the third edition of Global Powers of Construction, a publication in which we identify, list and outline the world’s major listed construction groups and provide insights in terms of macroeconomic expectations and innovation trends within the industry. The data included in this edition of GPoC is the product of a comprehensive review of different external sources, such as annual company reports, Euroconstruct, the European Commission, the International Monetary Fund, the World Bank, Forbes and ENR reports. The analysis has also benefited from comments and suggestions by Deloitte professionals from different countries. As in previous editions, this publication includes an analysis of the current macroeconomic outlook and expectations for coming years in the global construction industry. During the last three years the construction market grew at a moderate pace but the slight deceleration noted in 2019 combined with the outbreak of the COVID-19 pandemic, have negatively impacted forecasts for 2020 and have increased uncertainty levels for the subsequent years. Nevertheless, global need for infrastructure over the next 30 years is still huge, since only 25% of the infrastructure required for 20501 exists today.

水泥玻璃产量：11 月水泥产量同比增速从10 月的9.6%略下降到7.7%；11月平板玻璃产量同比增速从10 月的1.7%上升到7.4%。

我们年初提出水泥全年需求总量稳就是赢，疫情之下Q4 会出现强赶工。目前来看，总需求略优于年初及Q3 时预期（疫情压制+偏长汛期制约），累计产量在10月份已经转正，目前前11 月全国水泥产量同比增长1.2%。从单月来看，8-11 月单月水泥产量增速均在6%-10%之间，且发生在同期高基数之上，实属不易。

11 月建筑材料板块表现弱于沪深300。2020 年11 月（11 月1 日- 12月17 日），建筑材料板块上涨2.15%，跑输沪深300 指数4.71 个百分点，在申万28 个一级行业指数中排名19 位。

sum12m月ary1＃6 日 -18 日，中央经济工作会议在北京举行，建材角度建议重点关注“稳健的货币政策要灵活精准、合理适度，保持货币供应量和社会融资规模增速同名义经济增速基本匹配，保持宏观杠杆率基本稳定”等。并非急转直下，“匹配”定调好于预期，假设2021 年名义GDP 增速在10-11%，根据基调指引，社融规模仍有望维持一定增速。

2020 年12 月15 日，国家统计局，1-11 月份全国固定资产投资（不含农户）499560 亿元，同比增长2.6%，增速比1-10 月份提高0.8 个百分点。

政策方面， 12 月 31 日央行、银保监会发布《关于建立银行业金融机构房地产贷款集中度管理制度的通知》，分档设置房地产贷款余额占比和个人住房贷款余额占比两个上限，对超过上限的机构设置过渡期，并建立区域差别化调节机制。12 月25 日央行货币政策委员会召开第四季度例会，建材角度建议重点关注总基调“稳字当头，不急转弯”。12月30 日历时7 年的中欧投资协定谈判如期完成，更好营商环境新增外贸机会。

本报告首先简要回顾2020 年11 月建筑装饰行业总体市场表现，盘点下游资金、投资和项目动向，跟踪上游建材价格变动。针对行业内具备投资机会的两大板块—基建、装配式，进行数据跟踪分析，给出2021 年建筑行业投资建议。

2020 年初至12 月11 日，SW 建筑材料行业涨幅22%，同期上证综指涨幅10%，沪深300 涨幅19%。受地产开发商“三道红线”融资新规约束，工程端建材板块对资金环境敏感度较高，叠加头部房企资金回款变化预期的影响，消费建材8 月见顶后估值有所回落；四季度以来伴随经济复苏，周期建材行情来临，顺周期玻纤、玻璃等价格上涨推涨行情。
