7 月，房地产市场整体延续降温态势，商品房销售规 模环比呈现季节性回落，主要供需指标同比大多出现减速或下行。 其中，房地产开发投资增速连续 3 个月回落，商品房销售面积连续 6 个月同比负增长，土地购置面积同比降幅仍接近 30%，70 个大中城 市二手房价格连续两个月 20 个城市环比下跌。需要注意的是，房地 产融资收紧态势仍在延续，未来房企资金链将明显承压。

8月26日，十三届全国人大常委会第十二次会议在北京人民大会场闭幕，会议以“163票赞成、1票反对、3票弃权”表决通过了关于修改土地管理法的决定，并于2020年1月1日起施行。

7 月 30 日，中共中央政治局召开会议，分析研究当前经济形势，部署下半年经济工作。会议要求，坚持房子是用来住的、不是用来炒的定位，落实房地产长效管理机制，不将房地产作为短期刺激经济的手段。
