《中国证券报》9月18日报道，近日环境保护部会同国家质检总局发布了《轻型汽车污染物排放限值及测量方法（中国第五阶段）》（以下简称国五标准）等两项国家大气污染物排放标准。国五标准实施方案进一步突出了“车、油适配”原则：轻型汽车自标准发布之日起可依据新标准进行型式核准；鼓励具备燃油供应条件的地方依法提前实施新标准。实施国五标准将大幅削减新车排放量，预计实施5年可减排9万吨氮氧化物、2万吨颗粒物，随着新车逐步上市，其环保效益将随着实施时间延长而逐年加大。

2013年1-8月，我国石油和化工行业总体呈现平稳发展态势。从主要运行指标来看，投资方面，石化行业投资额平稳增长，石油加工业和油气开采业投资形势继续向好；生产方面，各子行业增加值增速均有所下滑，原油产量、加工量稳中有升，化工行业产量增速走势分化；需求方面，石油和化工行业需求均较低迷；价格方面，原油价格环比上涨，化工产品价格大多数上涨；进出口方面，成品油进出口均呈现较快增长，化工产品出口增速进一步拉大。
