7 月 25 日，国家发改委发布《关于促进医药产业健康发展的指导意见重点工作部门分工方案》。同时，禁止医疗机构限制处方外流的方向再次得到明确。《方案》提出，2017 年底前完成研究制定创新和优秀药品、医疗器械产品目录。2016 年启动实施大型医院创建药品、器械示范基地。鼓励医药企业与大型医院合作建设创新药品、医疗器械示范应用基地、培训中心，形成示范应用-临床评价-技术创新-辐射推广的良性循环。

大盘短期有望维持震荡整理格局，我们8 月份建议关注以下3 方面：1）继续关注中报业绩超预期和高送转概念个股，建议关注*st 百花、以岭药业、新和成和瑞康医药等；2）业绩增长稳定的白马龙头股，建议关注华兰生物、恒瑞医药以及中国医药和鱼跃医疗等企业的投资价值； 3）国企改革进度加快的投资机会：建议关注新华制药、千金药业、仙琚制药以及济川药业等。

6月21日对行业政策、医保控费、工业数据、基金仓位等多角度分析率先提升行业评级为“强于大市”。由于近期医疗服务价格放开、血制品再次提价、OTC类产品涨价等医药政策环境较好，同时6月份数据平稳增长，因此8月份医药指数表现很可能超越市场，维持“强于大市”评级。2016年1-6月医药工业收入、利润总额同比增长分别为10.3%、13.7%，且6月医药工业收入增速约为11.4%，环比改善提升约3个百分点。在近期市场连续大幅调整后，部分个股投资机会初现。
