近日国家发改委、人民银行、中央信办等二十部委联合印发了《关于对石油天然气行业严重违法失信主体实施联合惩戒的合作备忘录》。文件明确，联合惩戒对象为石油天然气行业从事勘探开发、储运、加工炼制、批发零售及进出口等业务，违反相关法律、法规、规章及规范性文件规定，违背诚实信用原则，经有关主管部门认定存在严重违法失信行为并被列入石油天然气行业“严重违法失信名单”的市场主体。该市场主体为企业的，联合惩戒对象为企业及其法定代表人、负有直接责任的有关人员;该市场主体为其他经济组织的，联合惩戒对象为其他经济组织及其负责人;该市场主体为自然人的，联合惩戒对象为本人。
