财政部日前发布通知，明确将安排可再生能源发展专项资金，支持农村水电增效扩容改造和非常规天然气开采。 

6 月 20 日，财政部发布关于《可再生能源发展专项资金管理暂行办法》的补充通知称，可再生能源发展专项资金实施期限为 2019 年至 2023 年。其中，“十三五”农村水电增效扩容改造中央财政补贴于 2020 年政策期满后结束。财政部根据国务院有关规定及可再生能源发展形势需要等进行评估，根据评估结果再作调整。 

1～4 月，发电方面，总体装机容量小幅增长，可再 持续扩大；发电量增速同比回落，火电和风电发电 生能源装机规模持续扩大；全社会用电增速同比放缓，第三产业和城乡居民 用电快速增长；火电发电设备利用小时同比降低，水电发电设备利 用小时同比持续增加；受益于低电煤价格指数，我国发电企业成本 有所下降，电力、热力规上工业企业利润总额有所回升。

4 月份，受 OPEC 减产以及委内瑞拉形势等影响，石油价格震荡上行至 72 美元/桶，创下年内新高。在保供压力和加大勘 探开采投入带动下，我国原油产量继续保持稳定，原油产量增速延 续正增长态势，同比增长 0.6%；原油加工量增速加快，日均加工产 量增加；原油进口继续增加，同比增长 10.8%，增速较上月加快 10.4 个百分点。天然气生产略有放缓，增速较上月回落 1.9 个百分点，天 然气进口 765 万吨，同比增长 12.2%，增速较上月回落 4.5 个百分点。 

2019 年 1～4 月，新能源行业运行情况良好。1～4 月，风电投资完成额 133 亿元，同比增长 42.1%；新增装机 550 万 千瓦，同比下降 8.8%；发电量 1440 亿千瓦时，同比增长 6.2%。1～ 4 月，全国太阳能发电设备平均利用小时 405 小时；截至 4 月底，全 国并网太阳能发电 1.3 亿千瓦。核电累计完成投资 97 亿元，同比下 降 20.2%；新增装机 125 万千瓦，与一季度保持持平。但值得注意 的是，风电高质量发展面临众多问题；核电出口融资模式面临挑战。
