11月份，受经济趋稳影响，全社会用电增速连续两月环比回升。轻工业用电增速仍然高于重工业；四大高耗能行业用电增速环比提高；城乡居民生活用电持续回升。受四川水电装机增加，湖北、广西、贵州等省份上年同期来水偏枯、基数低等因素共同作用，水电发电量连续五个月高速增长；火电发电量连续五个月同比下降，1～11月份累计火电发电量出现罕见负增长。电网投资较上年略有增长，电源投资下降幅度继续收窄，全国基建新增略有减少。

报告从主要发电企业集团动态、电力产业环境、国内电网动态、电力设备行业信息、港台电力行业信息、国际动态等几个方面进行了分析评论。

11月，新能源行业总体运行平稳，发电装机规模继续扩大，受电力需求回落及新增装机较多等因素影响，设备利用小时均有所回落。其中，风电行业投资仍保持较快增长，受装机增长较快、需求回落及来风小影响，发电增速下降较多；核电新增装机明显提高，发电量增速持续保持高位，但受在建项目减少影响，行业投资有所减少；太阳能发电新增装机增速大幅下降。

在经历漫长的谈判过程之后，2014年5月21日，中俄两国签署了《中俄东线管道供气购销合同》，这标志着中俄天然气合作迈入新的阶段。回顾中俄天然气谈判的历史，我们乐观地看待两国天然气合作的前景，但也必须严肃地对待合作中可能出现的问题，并通过系统总结以往合作的经验和教洲，务实推进两国已签署合同的落实。
