今年以来，不论是中央还是地方都在持续加大对农业农村的资金投入。《中共中央国务院关于抓好“三农”领域重点工作确保如期实现全面小康的意见》、《社会资本投资农业农村指引》以及《关于扩大农业农村有效投资加快补上“三农”领域突出短板的意见》等文件，从政策方面鼓励引导资本向农村倾斜，同时财政部也加大了财政资金流入农村的力度。

农业农村部 9 月 7 日表示，《全国农药产业发展规划（2021 —2025 年）》，目前已形成初稿，分析了当前农药产业发展基础、面临的形势要求和问题挑战，提出了“十四五”发展的总体思路、目标任务、工作重点和保障措施。
