中央政府和各部委近期密集发文推动农业转移人口落户城市，对农民落户后的福利保障作出了完善的安排，但在土地流转制度上依旧存在瓶颈。 10 月 11 日，国务院办公厅印发了《推动 1 亿非户籍人口在城市落户方案》，对农民落户城市的规则、福利等作出了具体规划和财政安排。而在此前一天，国土部等五部委举行了《关于建立城镇建设用地增加规模同吸纳农业转移人口落户数量挂钩机制的实施意见》的新闻发布会，提出了不同等级城市的差别化用地标准。

中共中央办公厅、国务院办公厅 10 月 30 日发布了《关于完善农村土地所有权承包权经营权分置办法的意见》，对农村“三权分置”改革做了进一步部署，这是中央再次以文件的形式对“三权分置”予以确认。《意见》对完善农地“三权分置”提出了四项基本原则，即尊重农民意愿、守住政策底线、坚持循序渐进、坚持因地制宜。

据悉，中国近期即将出台农村集体产权制度改革的相关意见，对如何赋予农民对集体资产股份的各项权能作出明确规划和要求。目前，中国农村集体产权改革涉及三大类内容：一是资源性资产的产权改革，主要涉及总面积 66.9 亿亩的农村集体土地，其中包括 55.3 亿亩农用地和 3.1 亿亩建设用地；二是经营性资产的产权改革，主要涉及房产或工具机器等；三是非经营性资产的产权改革，这类资产总价值已达 2.8 万亿元。目前农村集体产权改革的核心就是要把村集体的这些资产折股量化，让农民真正成为村集体的“股东”。
