今年上半年磷肥产量与去年同期比较基本持平，库存大幅增加，原料成本、出厂价格、出口价格和出口量以及行业效益均大幅下滑。全行业整体亏损严重，市场持续低迷，产能过剩未有改善，预计秋季市场供应充足，竞争激烈，企业生产经营更加艰难，行业处境堪忧。

3季度，宏观经济增长小幅回升，下游需求有所回暖，化工行业运行情况好转，化工行业销售收入增速小幅回升。但受煤炭等能源价格走低、原材料价格低迷、产能过剩等多种因素影响，化工产品出厂价格未见明显起色，主要化工产品产量仍保持较低增速，化工行业利润增长仍保持较低水平。1～9月，化学原料和化学制品制造业实现产品销售收入54509.23 亿元，同比增长12.49%；实现利润总额2530.13亿元，同比增长8.78%，较上半年小幅回落0.1个百分点。

2012年下半年以来，化工板块上市公司收入同比增速呈先升后降的局面，其他经营指标同样显示，化工行业整体经营仍处下行周期。行业去产能化之路依然漫长，大宗同质化产品价格上涨受制于产能过剩，但客观上对于偏下游行业较为有利，子行业运行将呈现较大差异，需要自下而上进行筛选。立足2013年下半年的视角，笔者认为在行业去产能化阶段延续的背景下，寻找转型期的“向上”子行业将是投资主线，农药、染料、MDI、功能薄膜、电子材料、胶粘剂等将是重点关注领域。

2013年1-10月，我国石油和化工行业总体呈现平稳发展态势。从主要运行指标来看，投资方面，石化行业投资额平稳增长，石油加工业和油气开采业投资形势继续向好；生产方面，三大子行业增加值增速均有所上升，原油产量、加工量以及成品油产量均有好转趋势，化工行业产量增速走势分化；需求方面，石油行业需求稳中有升，化工行业需求企稳；价格方面，原油价格环比下跌，化工产品价格有涨有跌；进出口方面，原油进口量大幅减少，成品油出口增速大幅提高，进口增速有所下滑。

我国乙烯工业发展迅猛，已成为仅次于美国的世界第二大乙烯生产国。2012年我国乙烯产能1648.9万吨/年、产量1486.8万吨，表观消费量1629万吨。随着我国乙烯工业规模化装置建设增速加快、装置规模不断增大、消费自给率逐步提高，预计2015年我国乙烯产能将达到约2600万吨/年，当量消费自给率将由2012年的47.5%提高到近70%。但来自外部的竞争压力也日趋加大，乙烯原料进一步向轻质化、多样化发展是大势所趋。未来，我国乙烯工业应更加注重科学发展，更加突出发展方式的转变，更加抓紧结构调整，以促进我国由乙烯生产大国向乙烯生产强国的历史性转变。

Mining chemicals are specialty chemicals that are used for the mining of explosive and drilling chemicals, mineral processing, water & waste treatment, and other applications. Some of the major mining chemicals that are widely used are ammonium nitrate, petroleum distillate, sulfosuccinate surfactant, alkyl xanthate salt, and alkyl aryl oxime. Mining chemicals are used in different types of mining process, such as coal mining, as well as metal and mineral ore mining. Explosives and drilling is the largest application area for mining chemicals. Moreover, coal mining is the major end-user industry for explosive and drilling chemicals. Mineral processing is the second largest application area for the mining of chemical products. Iron ore, copper ore, and other mineral ores are the major end-users for these chemicals. Antioxidants are used in animal feed to prevent undesirable oxidation, which could result in lower feed consumption and nutrient deficiencies in the feed. Oxidation is a process in which hydrogen or oxygen is transferred from a substance to an oxidizing agent that accepts the electron. This leads to the dissemination of free radicals, which in turn causes chain reactions, thereby damaging or killing the cells. Antioxidants can interact with these free radicals and terminate the chain reaction before vital molecules in the animal feed are destroyed. Therefore, antioxidants ensure the safety of animal health and increase the shelf life of feed. The main end-users of animal feed antioxidants are meat producers and individual consumers.

The use of pesticides and fertilizers contributes to U.S. agricultural productivity and helps ensure a generally stable, plentiful, and inexpensive food supply. However, these chemicals may also harm human health, water quality, and food safety. The U.S. Department of Agriculture's (USDA) National Agricultural Statistics Service (NASS) collects, analyzes, and disseminates Agricultural Chemical Usage (ACU) data to meet regulatory, business, and other informational needs. In fiscal years 2007 through 2009, NASS substantially scaled back the ACU program before restoring it in 2010. GAO was asked to examine (1) what factors NASS considered in reducing the ACU program; (2) how ACU data users were affected by the temporary cutback, and their views on the data's quality and usefulness; and (3) the extent to which agricultural pesticide and fertilizer usage data are available from sources other than NASS. GAO reviewed relevant NASS documents and interviewed NASS officials as well as 25 selected ACU data users.

On August 28, 2008, at about 10:35 p.m., a runaway chemical reaction occurred inside a 4,500 gallon pressure vessel known as a residue treater, causing the vessel to explode violently in the methomyl unit at the Bayer CropScience facility in Institute, West Virginia. Highly flammable solvent sprayed from the vessel and immediately ignited, causing an intense fire that burned for more than 4 hours. The fire was contained inside the Methomyl-Larvin insecticide unit by the Bayer CropScience fire brigade with mutual aid assistance from local volunteer and municipal fire departments. The incident occurred during the restart of the methomyl unit after an extended outage to upgrade the control system and replace the original residue treater vessel. Two company employees who had been dispatched by the control room personnel to investigate why the residue treater pressure was increasing were near the residue treater when it ruptured. One died from blunt force trauma and burn injuries sustained at the scene; the second died 41 days later at the Western Pennsylvania Burn Center in Pittsburgh, Pennsylvania. Six volunteer firefighters who assisted in the unit fire suppression activities and two contractors working at the facility were treated for possible toxic chemical exposure.
