5 月 17 日，国务院办公厅印发《关于促进通用航空业发展的指导意见》，强调了通用机场建设和扩大低空空域开放等 5 个方面重点任务。 2016 年是“十三五”规划元年，通航“十三五”规划也将尽快推出，预计低空开放和机场建设等方面力度将持续加码，后续催化剂不断。通航作为我国的朝阳产业，“十三五”期间有望迎来万亿空间。

“十三五”我国城轨建设驶入黄金时代，信号系统国产化的弹性空间最大。 2020 年中国轨道交通里程总数将超过 8000 公里，并存在超预期的可能性， “十三五”期间我国城轨新增里程数年均将达到 900 公里以上，相对于 2015年的约 470 公里近乎翻倍。2011-2013 年二三线城市集中批复和开建了大批地铁项目，按照 4 年左右的建设期推算，未来 2 年将是城轨在建项目的集中开通高峰期。国内经济形势低迷，城市轨道交通建设是拉动经济增长的有效方式；随着城轨建设审批权下放，建设门槛存在下调预期，城轨新项目招标也有望上一个新台阶。在地铁机电设备中，我们认为信号系统未来的产业参与价值最大：仅在地铁市场未来年均 100 亿元容量，加上城铁市场可能达到接近 200 亿元，并且国产化大潮才刚刚起步，利润率的弹性相当可观。

整体军队建设与发达国家差距犹存，虽然国防支出逐年提升，但投入力度依然相对偏低。近年我国国防重要性和受重视程度不断提高，2014年国防支出为8289.54亿元，同比增长11.86%， 占GDP比例为2.1%
