《中国化工报》报道，12月23日，工业和信息化部发布《关于石化和化学工业节能减排的指导意见》（以下简称《意见》）。《意见》规定，到2017年底，石化和化学工业万元工业增加值能源消耗比2012年下降18%，重点产品单位综合能耗持续下降，全行业化学需氧量、二氧化硫、氨氮、氮氧化物排放量分别减少8%、8%、10%和10%，单位工业增加值用水量降低30%，废水实现全部处理并稳定达标排放，水的重复利用率提高到93%以上，新增石化和化工固体废物综合利用率达到75%，危险废物无害化处置率达到100%。

美元中期升值概率提升，原油价格稳中有降。化工基本触底，行业缓慢回升。产业角度：新材料将成为明年化工的主要亮点。经济角度：经济的大周期将使得部分产能整合相对到位的供给/城镇化及新农村需求形成匹配。
